Personalised care represents a new and transformational relationship between people, professionals and the health and care system, providing a significant shift in how individuals choose to have their care.

Personal Health Budgets (PHBs) are one of the key pillars which will support the delivery of personalised care.


The post holder will be responsible for overseeing and delivering efficient administration and monitoring of the PHB programme and ongoing service, promoting positive and effective working relationships.


The post holder will develop and oversee the accurate and timely inputting and maintenance of data systems, together with the associated correspondence, ensuring standard operating procedures are applied across teams.

They will be responsible for undertaking detailed, regular financial audits on PHBs, identifying and resolving anomalies and issues that arise as part of the audit.

Our vision for the countywide PHB service is to set up a service which is responsive, and where all stakeholders work collaboratively to ensure that every individual who experiences the PHB service will be treated with respect, be valued and heard because service users are at the heart of everything we do.

We aim to ensure that our dedicated staff have the skills, knowledge and competence to deliver a safe and effective countywide PHB service.

We will ensure that the new service proactively responds to feedback, continually evaluating and adjusting the service to ensure we deliver a quality experience that service users value but one that also provides value for money.


  • To support the implementation of the Personal Health Budget agenda across the health system, through delivery of efficient and effective programme administrative and data management processes and procedures
  • Respond to queries from service users, stakeholders, clinicians, and managers, escalating where required
  • Undertake detailed financial audits of PHB direct payment packages, investigating and where possible, resolving anomalies and developing reporting processes to enable all audit outcomes to be reported to senior management
  • Where required, work closely with the local authority audit team to undertake joint financial audits, identifying and resolving issues as they arise
  • To support the development, and then maintain, an electronic database for tracking, monitoring and reporting on PHBs, ensuring that all elements of the countywide PHB service can be effectively reported
  • Generate accurate data to enable local, regional and national reporting to be undertaken, completing specified templates every month
  • Accurately inputting into, monitoring and reporting from a range of computerised systems, regularly validating data to ensure accuracy
  • Responsible for ensuring all programme administration is completed efficiently and effectively, ensuring the PHB programme is thoroughly planned. Develop and update relevant project documentation; support the project manager to ensure the project is effectively managed and delivered to agreed deadlines
  • Ensure effective and timely collation and preparation of relevant documentation to support project management and service delivery
  • Support the head and deputy head of PHB programme by attending meetings, forums, training sessions and other service user or stake holder sessions either with or when appropriate, on behalf of the head or deputy head of PHB programme
  • Set up direct payment packages where required
  • Deal with and resolve provider and invoice queries in an efficient and timely manner, escalating to clinical team where appropriate
  • Ensure that all written and verbal complaints, comments and suggestions are dealt with appropriately, resolving where possible and escalating when appropriate
  • Organising meetings and larger events as required
