Description

As Risks and Issues Officer you will support the project or programme, which will typically be of low to moderate complexity, to effectively manage risks and issues.


You will achieve this by co-ordinating the identification, documentation, monitoring and reporting of risks and issues in a consistent manner.

You will support the relevant risk or issue owners to identify and develop appropriate mitigation plans, escalating where appropriate.

Roles and Responsibilities

  • Support the project or programme to deliver the Risk Management strategy by effectively using risk processes and procedures in line with best practice.
  • Ensure compliance with UKHSA risk and issues strategies.
  • Provide advice on project delivery risks and issues to the Project / Programme Manager.
  • Establish a programme of regular risk and issues reviews with key stakeholders.
  • Act as point of contact for knowledge and expertise of risk and issue management for the project.
  • Facilitate the identification and monitoring of project delivery risks and issues.
  • Perform risk analysis using qualitative and quantitative data.
  • Produce regular and adhoc risk and issues reports.
  • Establish and maintain the Risk, Issues, Assumptions and Dependencies register for the directorate.
  • Be an active member of the UKHSA Project Delivery Profession Community.
  • Undertake any other reasonable requests that are appropriate to your grade that help deliver the demands placed upon the Performance and Partnerships team.

Working to the SEO Risk and Issues Manager, you will support the assurance of risk and issue management across DA&S, including working on the preparation on assurance reports and Management information for senior leaders.

You will provide secretariat supportto the monthly Risk Leads Forum. This will include the preparation of agenda, collating presentation packs, taking and distributing minutes.


Assisted by your Line Manager and others you will work with risks owners to ascertain the most effective way to manage risks, providing expert guidance and support to them, so that the overall risks for DA&S are managed effectively and efficiently.

You willalso work with the Cyber security and SIRO teams to ensure that all risks are managed effectively and that they are reported to the relevant governance bodies in a timely and effective manner.


In addition to working within the Risk team, you will have the opportunity to work across the Performance and Partnerships team, supporting other stakeholders in work appropriate to your grade.

This may include working with stakeholders on the Public Inquiryrelating to Covid or working with governance partners on the governance of DA&S.


Essential skills:


  • Working knowledge of risk and issue management in a project or programme environment or evidence of appropriate skills that have been gathered in a nonproject environment.
  • Awareness of business change and implementation, governance, assurance and change control.
  • Ability to work well under pressure, with multiple tasks, in a fastchanging and ambiguous environment, with a keen attention to detail.
  • Strong analytical skills with the ability to interpret and use large, complex and often incomplete data sets
  • Good organisational skills with the ability to develop and implement effective administrative processes.
  • Strong interpersonal skills, and the ability to develop effective relationships with a wide range of stakeholders.
