Salary Range:
Circa £40,000 - £46,000


Hours:37.5 hrs per week (occasional evenings or weekend work required)

Job Purpose:


To lead and manage the hard and soft facilities services at the charity in order to ensure the charity complies with all relevant facilities, health & safety legislation and guidance.

  • Indirect Reports:Reception Volunteers (Approx. 6 at different times), Catering Team (8 staff incl. Volunteers)

    , Gardening Team (approx. 10 Volunteers)
  • All contractors when on site

Facilities Department Employee - salaries and expenses: Total £106,000


Responsibility Areas

People Management

  • To lead and manage the Facilities Department including ensuring all staff are regularly appraised; their training and education needs identified and addressed; and all absence (e.g. leave, sickness, compassionate, etc.) is managed to maintain the service each day.
  • Ensure Facilities Staff maintain appropriate levels of discipline and reflect the culture and ethos of St Michael's.
  • Ensure staff and volunteers feel supported and their contribution recognised.

Building maintenance and repairs

  • Carry out biannual Condition Surveys of the Bartestree Site and use the findings to create/update the Planned Preventative Maintenance (PPM) plan.
  • Respond to work requests using either contractors or onsite maintenance staff.
  • Ensure buildings and grounds remain fit for purpose and safe.
  • Accountable for quality and safety of all works happening on site.

Building project management

  • Project manage any building modernisation, construction or refurbishment from design stage to completion.

Vehicle Fleet maintenance

  • Accountable for the maintenance and safety of the Hospice's fleet of vehicles including all legal and regulatory requirements (e.g. servicing, repairs, LOLA, MOT, Road Tax).
  • Ensure volunteer and staff drivers are appropriately trained where required.

Compliance with specific CQC recommendations

  • Provide and Maintain Premises Assurance Models.
  • Carry out PLACE Assessments (Patient Led Assessments of the Care Environment).

Compliance with all Health and Safety Legislation

  • Ensure that the Charity complies with the requirements of The Health and Safety at Work Act 1974 (as amended).
  • Be the competent person and therefore accountable for the organisation's health & safety systems, processes and standards.
  • Lead on disaster recovery and major incident procedure.
  • Provide regular assurance to the Strategic Management Team on compliance with required health and safety standards through the Risk Management Health & Safety Committee.
  • Maintain accurate and effective records relating to health and safety; ensure compliance with CQC & HSE standards.
  • Prepare audits, inspections, and management of compliance documentation.
  • Ensure through onsite regulation that works are undertaken to required designs, specifications and standards to HSE and CQC requirements.

Compliance with Fire Safety Legislation

  • Ensure that the Charity complies with the requirements of The Regulatory Reform (Fire Safety) Order 200
  • Ensure that the Charity complies appropriately with the guidance of Health Technical Memoranda and Health Technical Bulletins
  • Provide regular assurance to the Strategic Management Team on fire safety compliance through the Risk Management Health & Safety Committee.
  • Ensure all fire safety inspections are undertaken and actions completed.

Medical Gases

  • Be the appointed person for medical gases pressurised systems on site.
  • Ensure adequate supplies of medical gases are always available.

Catering
Manage and be responsible for the Catering manager in:

  • The provision of high quality, safe and nutritious food.
  • Adhering to Hospice, Care Quality Commission (CQC) and Health & Safety Executive (HSE) catering standards.
  • Maintaining the charity's level 5 score for Environmental Health inspections.

Security

  • Manage the external Security Contractor and be responsible for ensuring all security systems and processes are working and used.

Housekeeping
Manage and be responsible for the housekeeping supervisor in:

  • Ensuring the Hospice is clean, comfortable and meets the highest standards required.
  • Ensuring St Michael's complies with Control of Substances Hazardous to Health (COSHH) regulations, infection prevention and control standards and any other relevant laws regulations and sta
