Agency Contracts & Quality Compliance Health & Safety Officer

This is a temporary contract week on week for around 2 months.

35 Hours a week.

Bases 1-2 days in the office at Sidcup with 3-4 days working from.

£17.33per hour + holiday pay

JOB PURPOSE

  • To act as the principle, point of contact for internal and external customers in respect of health and safety matters relating to the department or portfolio.
  • To set up an annual monitoring and risk management programme to inspect, quality assess and ensure building, fire and health and safety compliance across designated properties.
  • To act on any safeguarding concerns via safeguarding procedures.
  • To collate, analyse and critically evaluate statistical returns to ensure compliance in relation to fire safety and health and safety arrangements.
  • To work closely with colleagues in asset management, property services, fire safety and health and safety to ensure buildings are maintained, improved and all statutory compliance areas completed in line with company strategy.

ACCOUNTABLITIES & RESPONSIBILITIES

  • Contribute to the team's performance and delivery of excellent customer service, whilst operating in line with the Groups values.
  • Work in collaboration with Agency Contracts Head of Service, Agency Contracts & Quality Officers, Senior Agency & Quality Officer, and other colleagues, in order to contribute towards team objectives and key performance indicators. Promote continuous service improvement whilst safeguarding fire safety, health & safety as well as, legal and reputational interests.
  • Develop and maintain positive relationships with key stakeholders and partners.
  • Audit agents Fire Risk Assessments on an annual rolling programme, work with agents, Agency Contracts Head of Service, Contract officers to set and monitor clear action plans where Fire Risk Assessments do not meet legislative, regulatory, or contractual requirements
  • Undertake a programme of annual property inspections across the portfolio including on leased properties.
  • Undertake health, safety, asbestos, fire safety and compliance audits on managing agents using a 3 yearly rolling programme, identifying high risk agents as priority for audit.
  • Undertake 2 year rolling review programme of asbestos risk management documents and where appropriate departmental records such as property inspection or audit reports. Use findings to develop and maintain an asbestos management register, locate, and retain records relating to removal or encapsulation works. Work with internal and external stakeholders or other colleagues to address compliance issues, highlight works are needed or to have the property management systems updated. Update the register in relation to planned, cyclical or major remodelling works, use the register to track such works, removal of asbestos due to works or to flag properties which are due for works. Use the register to inform managing agents' approach to asbestos management and to inform of ACQO's of properties to inform SPA.
  • Obtain and upload of Fire Risk Assessments to Zeta safe or other internal monitoring systems.
  • Provide instruction to the Business Support Officer in relation to Zeta safe actions and their communication to managing agents in order to ensure actions are complete.
  • Carry out ongoing critical evaluation and monitoring of managing agents and processes, ensuring processes are compliance with regulation, legislation, and best practice. Where processes risk non-compliant, identify solutions to mitigate resolve and escalate within the Trust as appropriate.
  • Complete an annual risk assessment of managing agents based on fire safety and health and safety monitoring activities over a 12-month period. Provide details to support the Agency Contracts & Quality Head of Service and the Senior Agency Contracts & Quality Officer to make a final evaluation of risk rating.
  • Develop systems, logs, registers, and reports which ensure the effective fire safety, asbestos and health and safety monitoring, management, and delivery of a portfolio of projects for the department.
  • Maintain appropriate records and systems.
  • To be involved in delivering training and coaching to the agency contracts and quality team on building, fire and health and safety compliance and assigned projects.

Knowledge & Experience

  • Demonstrable understanding of the associated risk inherent with the role, including but not limited to operating environments and reputation
