Overview of the job
This is a senior management role in a Region with no line management responsibilities. The post holder will report directly to the Prison Group Director.


The job holder will be accountable to the Prison Group Director in driving transformation and best practice across all aspects of health (including substance misuse), social care, complex needs and wellbeing for prisons within the region and 'through the gate'.

This is a non-operational role open to operational or non-operational staff.


Summary


Accountable for ensuring that prisoner health and wellbeing services delivered demonstrate efficiency, productivity, sustainability and innovation in the delivery and quality of care across the prison and meet the strategic and operational needs of the region.


They will be responsible for managing contract delivery by providers against a range of performance targets and indicators whilst ensuring value for money.

Promotes Prison Service policy in all activities and behaviours e.g. promotes diversity, decency, safety and reducing re-offending agendas.


Responsibilities, Activities and Duties
The job holder will be required to carry out the following responsibilities, activities and duties:

  • Responsible for developing successful innovative approaches in the joint co
- commissioning of health, substance misuse and wellbeing provision in the region.

  • Responsible for planning, commissioning, contracting and the performance management of health and wellbeing services delivered including KPT and Justice Indicator delivery.
  • Drive transformation, service improvements and best practice across all aspects of health (including substance misuse and drug strategy), social care, complex needs and wellbeing for prisons within the region and 'through the gate'.
  • Performance manage and quality assure the financial considerations of the healthcare contract on behalf of the Prison Group Director and NHS England.
  • Support and provide assurance to the Prison Group Director through the use of robust internal clinical governance and assurance arrangements, investigate concerns and commission remediation programmes.
  • Responsible for auditing health, social care and wellbeing services, triangulating findings and determining, implementing and managing recommendations and change.
  • Lead on prisoner/patient involvement opportunities and mechanisms to affect and influence change. devising health and wellbeing strategy for the region.
  • Work collaboratively with internal and external partners to ensure appropriate communication, engagement and equality considerations are met and support the enabling environment.
  • Monitors and reviews the effective use of the rest in cell policy working collaboratively with key stakeholders to ensure that prisoner heath needs are met and the number of prisoners remaining on the wing are minimised.

Undertake other management tasks including:

  • Accountable for all local and national policies relating to function, and ensure procedures implemented are compliant, including development of new policies.
  • Attend relevant boards/meetings and actively contribute either as chair or team member.
  • Contribute to the region's overall achievement of SDIs and standards and be accountable for the performance and delivery of targets relating to the Function and to the development and delivery of the mediumtolong term strategic and business plan for the region, with overall responsibility for implementation within their function
Dependant on experience operational post holders will be required to undertake some or all other tasks including:

  • Act as the Prison Group Director's representative by chairing adjudications and taking charge of day to day regional operations where required.
  • Contribute to the preparation of the regional contingency and emergency plans and ensure implementation when required.
  • Deliver and implement projects as directed by the Prison Group Director.
  • Review open Assessment Care in Custody teamwork (ACCT) as and when required in line with audit baselines.
