Job summary:


Within the Department for Levelling up Housing and Communities (DLUHC) the Funding Delivery Directorate is responsible for delivering a range of programmes across the UK.

We do this working in partnership with local communities, Local Authorities, Local Enterprise Partnerships, Mayoral Combined Authorities, the private sector and have strong links into the Devolved Nations and Territorial Offices.


Job description:


The team is responsible for understanding how the programme is being delivered on the ground through effective reporting, management information and performance management.

Funding decisions have been made on two competitive rounds of LUF totalling £2.1bn with a third round expected to be launched this year.


As a member of the team you would be responsible for developing close working relationships with the Area Team Leads for different geographic areas.

Leading difficult conversations where required with senior external stakeholders while still maintaining a strong relationship with them.


You will line manage HEOs with a portfolio of projects and provide support to them in managing the change process and attending external meetings to understand issues and risks identified through quarterly reporting methods.


You will be required to work across teams and potentially lead different work streams including systems, processes and procedure that have been designed to help with the delivery of the programme.

Alongside this there will also be a requirement to work on corporate activities and task groups to support the wider departmental objectives.


Responsibilities
All roles will include a number of the following responsibilities, which will be determined by the requirements of the programme:

Supporting strong programme / project performance management - managing/ tracking project deliverables, recording risks and developing mitigations; providing quality assurance.


  • Working with key stakeholders, including Department for Transport, HM Treasury, the Infrastructure Projects Authority and interested Departmental teams identify the delivery focused capacity and capability issues facing local authorities.


Line management of HEOs, prioritising Performance and Development conversations, developing a learning culture and developing team skills to deliver high impact programmes.


  • Lead a team of HEO performance managers, supporting on complex issues, leading on complex cases with escalation as appropriate.
  • Establishing and maintaining effective partnership working with Area Teams from across the UK and external partners. This could include active participation in regular meetings including Programme Forums to share information and experience within DLUHC.
  • Ensuring a highquality service to applicants/ recipients of capital grant funding in partnership with the geographic Area Team leads, including ensuring communications are clear and consistent and queries are dealt with in a timely manner.
  • Supporting programme decisionmaking and effective governance, including planning agendas and preparing materials.
  • Responsible for ensuring that valid finance claims are paid on time and contributing to budget control of the programme, flagging issues to be resolved.
  • Contributing to high quality briefings and information for ministers and senior civil servants, including contributing to briefings in advance of meetings and appearances at Select Committees, Public Accounts Committee, debates, etc.

Experience of programme and project management


Strong Partnership working skills and the ability to establish and develop productive relationships with internal and external stakeholders, bringing people together to benefit the objective.

Experience of leading and delivering successful discreet areas of work to agreed deadlines and to a quality standard

The ability to pick up new tasks and concepts quickly and lead others in doing the same.


The ability to review and analyse information presented in various reports and assess that information in line with the published criteria weighing up options, costs, benefits and risks.

Experience of managing claims and processing payments.

Experience of writing briefings and advice for Ministers and/or senior officials.

The ability to write with concision and clarity, conveying complex information in plain English.
