I am working with a Local Authority in Lincolnshire who are looking for an
Interim Deputy Director of Finance for 6 months initially.

The role is full time, to start ASAP and paying £70.25 Umbrella per hour. The role is inside IR35.


The Authority offers agile working is available but there will be a requirement for weekly physical presence for senior leadership team meetings/cabinet/council/committees etc.


Job purpose:

As the post-holder for Assistant Director of Finance and S151 officer, ensure the council meets its legal and statutory obligations as set out in the Local Government Act 1972, the and oversee the statutory functions of the Council's Monitoring Officer to:

  • Ensure organisational transparency, engagement, and responsiveness with residents
  • Maintain the highest standards of local democracy, strategic planning, use of resources and organisational performance
Providing executive leadership as a member of the senior leadership team of the council at the levels of organisation, place and system:

  • Working with cabinet members to achieve the ambition, outcomes, and priorities of the approved council plan.
  • Communicating and consulting with elected members, providing timely, objective information to inform policy making, enable challenge and promote transparency.
  • Promoting leadership at all levels of the organisation, living the council's values, setting clear direction and the highest expectation of performance standards.
  • Ensuring that enabling, progressive and sustainable approaches and the council's stated values underpin a one council approach to continuous improvement, transformation and improving outcomes.
  • Managing totality of risk within the resources available to the council and maintaining effective systems of assurance and governance

Essential experience required:


  • Experience of working as part of Corporate Leadership Team in an organisation experiencing significant change in leadership roles
  • Experience of working with senior leadership team, the Leader and Cabinet team in negotiating, preparing, proposing budget for 2024/25 and revised medium term financial plan
  • The role will involve leading and shaping strategic priorities and plans
  • Experience of corporately leading/responsibility for areas wider than finance/resources would be desirable

Essential knowledge & qualifications:


  • CCAB qualified, preferably Chartered Institute of Public Finance & Accountability professional member
  • Previous experience operating at Corporate Director level as a Local Authority S151 Officer.
  • Contemporary knowledge of Local Government and operating in a dynamic, pressured political environment
  • A good understanding of the current challenges facing local government generally and, the national agenda for local government.
  • Knowledge and understanding of local government finance both revenue and capital
  • Knowledge and understanding of financial planning, budget preparation, coordination and monitoring
  • Excellent communication skills together with networking skills that inspire trust, encourage creativity, forward thinking and engagement.
  • An effective resilient leader with the ability to empower others and develop leadership at all levels.
  • Knowledge and understanding of commissioning, procurement and contract management processes
  • Knowledge and understanding of Taxation and Benefits statutory and regulatory frameworks
  • Knowledge and understanding of the relevant legal, commercial, political, operational and social aspects of a diverse and complex environment
