My client are an NHS Trust based in Chelmsford and are seeking an Senior Project Manager for the Capitals Projects Department on an initial 3 month contract basis (37.5 Hours) Paying £381 per day (Inside IR35).

Job Summary

  • The group of hospitals (Mid Essex Hospital Services NHS Trust, Southend University Hospital NHS Foundation Trust and Basildon & Thurrock University Hospitals NHS Foundation Trust) have agreed a wide ranging transformation portfolio.
  • This role is critical in the implementation of the MSB Hospital Group and the wider STP broad portfolio of organisational transformation, through the delivery of all estates related capital investment that underpins the three hospital trusts' shared strategyacross clinical, clinical support and cooperate services.
  • Reporting to the Group Director of Capital Projects, the post holder will be responsible for the delivery of an extensive and complex programme of new and remodelled estates infrastructure, within the MSB Hospital Group and across the whole STP.
  • The post holder will help deliver a comprehensive plan for the development of business cases and the implementation of the extensive capital programme across the 3 complex sites.
  • The postholder will manage projects in a diverse capital programme as part of a multiyear portfolio of projects, with a value of c. £200m to £300m over the next five years.
  • Projects range from minor works and backlog investment projects to major schemes of potentially £10m to £50m.
  • The post holder will be part a highlyskilled and motivated project delivery team (approx. 20 WTE and external project delivery specialists) across the MSB Hospitals group, and will work as part of an integrated system of project management to ensure robustcoordination of the delivery of projects, with seamless integration of new projects within the operations of existing services across the MSB Group.
  • The postholder will ensure the delivery of capital investments to a consistently high standard, which ensures high quality and compliance and delivery to programme budget and time constraints. They will need to exhibit an extremely high level of expertisein estates development to ensure delivery of the organisational goals. The implementation of the Trusts proposed STP strategy and merger is dependent upon successful delivery.
  • The postholder will be a key representative for the three Trusts in engaging with wider stakeholders from other healthcare organisations and beyond, to develop and deliver joint estatesrelated initiatives in support of the transformation of healthcareacross the Sustainability and Transformation Programme region.
  • The postholder will need to coordinate with the clinical and nonclinical service transformation programmes, maintaining strong relationships with the Programme Directors for those service development branches, and ensuring projects are aligned with theorganisation objectives, strategies and policies.
  • The postholder will be responsible for managing the procurement and delivery strategy for their projects, by helping maintain a responsive and suitably developed supply chain for the planning and implementation of projects. This will require the postholder to ensure sufficient competency and capacity to deliver the programme internally and externally, aligned with the procurement strategy and commensurate with the preferred delivery arrangements e.g. P22, PFI, Strategic Estates Partnerships or other.

Knowledge & Experience
Essential

  • Previous experience of estates project management in the NHS or equivalent complex organisation.
  • Experience in planning and delivering multiple projects within a complex programme over multiple years of investment.
  • Thorough understanding of the principals of construction procurement and delivery and an ability to evaluate and select the most appropriate delivery mechanisms.
  • Extensive knowledge of the strategic approaches to construction project delivery in the public centre for example the use of frameworks, partnering, PFI, LIFT and P2
  • Extensive experience of managing mixed delivery teams, including contractors and consultants to achieve a successful outcome.
  • Experience of receiving highly complex facts and information regarding situations and making judgements which require the analysis, interpretation, and comparison of a range of options.
  • Experience of working in a team which formulates long term, strategic plans involving uncertainty and has impacted across whole organisations.
Desirable

  • Detailed understanding of the public sector.
  • Experience of managing mixed delivery teams, including contractors and consultants to achieve a successful outcome.
  • Confident in the use of spreadsheets and project planning software.

Qualifications
Essential

  • Masters level Degree or equivalent experience in Mechanical and Electrical Engineering.
  • Specialist knowledge backed by extensive experience in the delivery of complex programmes of estates capital investment.
  • Project Management Qualification e.g., MSP, Prince 2 or equivalent experience.
  • Ability to develop good working relationships with stakeholders both internal and external to the Group.
Desirable

  • Post Graduate Qualification in construction, healthcare planning, or the built environment.
