Manchester's Work and Skills Strategy is built on our ambition to create a more sustainable, inclusive, and diverse economy that benefits everyone and combats challenges like the cost-of-living crisis.

This will be delivered across the five Our Manchester themes of Thriving and Sustainable, Highly Skilled, Progressive and Equitable, Liveable and Zero Carbon, and Connected.

Example of current areas of work to support Manchester's Work and Skills Strategy delivery include:

  • Maximising the skills and employment benefit from place based public and private investment and regeneration in North Manchester, Wythenshawe, and other major capital projects, especially in the city centre.
  • Ensuring 16 and 17yearolds are able and supported to access and participate in quality provision in education, employment, or training.
  • Proactively working to reduce and remove the barriers (such as managing health conditions) that some people and communities face when accessing learning and employment.
  • Working closely with partners delivering the Manchester Digital Strategy to ensure that residents have access to the devices and networks they need to get online.
  • Supporting the delivery of placebased projects.


The Work & Skills team has a key role in capitalising on the opportunities to link Manchester residents to the City's growth.

To achieve this, we need to engage with businesses from different sectors and parts of the City.


Key areas of engagement include:
recruitment; social value; young people and careers, workforce and skills development; links with schools; good sustainable employment.


It is part of the team's role to ensure that national and GM commissioned skills and welfare to work provision delivered in the City, supports more people into work with progression opportunities.


The Work and Skills Specialist role is part of the Work and Skills Team within the Growth and Development Directorate.

Focused on inclusive recruitment and employment the role will work with a broad range of providers developing insight, activity, projects and programmes to tackle economic inactivity.

You will also lead the commissioning of Work Club provision across the City providing employment and training opportunities to disadvantaged residents.


The role requires direct management of staff, matrix management across the team and management of stakeholders locally and at Greater Manchester level to sustain partnerships.

It also requires an ability to interpret data and policy, as well as to recognise opportunities to work collaboratively and develop new approaches and partnerships with key stakeholders in the City.

You will be passionate about Manchester and its people and deliver the best outcomes for the City.

We are looking for someone who can demonstrate strong skills in the following areas; communication; people management; analysis; planning and organising; project management; problem-solving and decision
- making; strategic thinking and policy skills.


We would expect you to have experience or expertise in delivering outcomes in one of the following areas; economic development, employer engagement; employment programmes, skills development and or welfare to work.
