Job Purpose

  • The post holder is accountable for leading the GIS team that is responsible for enabling concise, innovative, and effective geospatial insight to aid in location intelligence, so that Network Management and Resilience (NMaR) can undertake effective change on the network to support the Mayor's Transport Strategy (MTS).
  • They lead NMaR's efforts in creating geospatial platforms and insight, using state of the art systems to handle large datasets (customer, operational and third party) for use by TfL (Transport for London) and wider, to drive decision making and improve planning and operational decision making
  • They are the lead expert on geospatial analysis and are responsible for identifying opportunities to gain significant insight for stakeholders, using data to solve business problems. They should champion enterprisewide GIS strategy development and represent the interests of NMaR.
Key Accountabilities

  • Lead, manage develop and motivate a team to solve critical and technically complex problems in relation to spatial analysis against core NMaR strategic objectives. Ensure relevant, timely and incisive analytical products form the evidence base for problem solving and decisions based on emerging trends across the London Road network.
  • Be accountable for the provision of GIS across TfL Operations managing high quality, timely, relevant accurate, informed, and innovative map outputs, and services, (including Surface Playbook and Geographic Information System as a Service
  • GISaaS), prioritising all incoming GIS project work in line with customer specifications and business requirements, allocating staff resources and managing issues.
  • Be accountable for the procurement, capture and updating of geospatial data in line with agreed GISaaS standards and governance to enable operational decision making through GIS platforms.
  • Lead and own the Common Operational Road Network (CORN) programme of works and develop to product roadmap for future development and improvement to ensure it remains relevant to NMaR.
  • Communicate and influence at senior management level and present conclusions clearly to enable accurate and timely decision making to support key TfL objectives.
  • Working with the Operational Analysis team design and build large and complex data sets, seeking out new data sources and promoting these across TfL using associated GIS Extract Transform and Load (ETL) tooling to provide insight.
  • Specify, provision, develop and maintain the GIS software needed by the Directorate working with Technology & Data where necessary and directing the delivery of suppliers and contractors to ensure TfL's requirements are met. Champion GIS across TfL Operations and respond and develop local and TfLwide business cases in adopting specific solutions; to articulate how workflows, work processes, systems and data can deliver project benefits and efficiencies; to be involved in external consultation as appropriate.

Knowledge

  • Degree in GIS related field or equivalent discipline and / or significant work experience in this area. (Essential)
  • Expert knowledge of spatial data manipulation and spatial analysis techniques (including SQL and FME). (Essential)
  • Expert knowledge of ESRI Software including ArcGIS Desktop / Pro and ArcGIS Enterprise. (Essential)
  • Specialist knowledge of TfL's policies, structures, strategies, relevant legislation, and regulatory requirements (e.g., GDPR (General Data Protection Regulation)). (Desired)
  • Proficient in the development life cycle of GIS and database projects, including specification, design, and development for serverbased systems. (Essential)
  • Proficient in the Ordnance Survey (OS) product catalogue including the OS Data Hub. (Desired)
  • Knowledge of TfL's policies, structures, strategies, relevant legislation, and regulatory requirements. (Desired)
  • Knowledge of project management (including waterfall and agile) in the context of a public sector organisation. (Desired)
