This is an exciting opportunity to join the Strategic Infrastructure Team and help to ensure the delivery of high-quality council service infrastructure across a range of directorates for the benefit of Hertfordshire residents.


Purpose:

Hertfordshire is experiencing unprecedented growth demands, with proposals for new strategic growth locations across the county.

As an upper-tier strategic authority the county council has statutory and non-statutory service functions that are critical to implementing sustainable development.

These include transport, education, libraries, waste and specialist housing.


In response to these growth challenges, the Sustainable Growth Department has expanded to enable the county council to engage more effectively both internally and externally through the town planning system to achieve its strategic objectives with the overarching aim being the provision of high-quality services.


The Growth and Infrastructure Unit was created to manage this work and is responsible for the county council's interests in growth areas, economic development, and strategic infrastructure.

This includes acting as the 'agent' for most council services that have an interest in growth and ensuring the impact from growth on services is mitigated.


Challenges and Opportunities:

You'll get involved with housing developers to ensure the financial obligations attached to planning permissions are paid; you'll work with services to ensure available funding is used to deliver appropriate service infrastructure; you'll engage with district councils to ascertain what housing development is coming forward and which development sites have met triggers for payments to the council; you'll lead on the monitoring and public reporting related to planning obligations, and; you'll play an important role in the delivery of vital service


Technical Skills and Qualifications:


We are looking for you to:

  • Build effective working relationships with internal and external stakeholders.
  • Communicate confidently, clearly and articulately with tact and diplomacy, both verbally and in writing.
  • Challenge and negotiate all stakeholders and resolve or escalate issues appropriately.
  • Have strong organisational and timemanagement skills,
  • Collaborate and communicate with all stakeholders to maintain engagement of County Council services.
  • Lead and manage complex work streams, including the preparation of monitoring mechanisms and delivery of key milestones,
  • Have in depth knowledge of and expertise in use of Microsoft office suite including Word, Excel, PowerPoint and Microsoft Project, plus experience with planning software (or similar),
  • Have experience working with large data sets, information and data management,
  • Have a broad knowledge of planning obligations and the town planning system

Additional Information

English Fluency:

The ability to converse at ease with members of the public and provide advice in accurate spoken English is essential for the post (for those whose language is a signed language the provision of a sign language interpreter who speaks English to the necessary standard of fluency will be required).
