Key purpose of job:

You will be responsible for the smooth running of the business systems service and management of the software development outsourced function:

  • Will provide the framework and work with the development outsourcer (Zensar) to produce software development processes and standards and ensure that they are followed.
  • Will provide the framework and work with the software testing outsourcer (Sopra Steria) to produce software testing processes and standards and ensure that they are followed.
  • Constantly review the systems development service being delivered to Group Services working with Zensar to implement any proposed changes.
  • Constantly review the testing service being delivered to Group Services working with Sopra Steria to implement any proposed changes.

Accountabilities & activities:


Communication:

  • Provide guidance and support to Zensar and Sopra Steria to ensure that internal customers' expectations are clearly set and that their business needs are met.
  • Regularly and proactively liaise with business analysts, Zensar software engineers, Zensar SDM, Directors, senior managers and other stakeholders to discuss issues, new requirements and propose solutions.
  • Assist in Tender preparation

Design Authority:

  • Generate the highest level of system requirements, based on the user's needs and other constraints such as cost and schedule.
  • Ensure that this set of highlevel requirements is consistent, complete, correct, and operationally defined.
  • Perform cost benefit analyses to determine whether requirements are best met by manual, software, or hardware functions; making maximum use of commercial off the shelf or already developed components.
  • Interface with Zensar software engineers so that any problems arising during design or implementation can be resolved in accordance with the fundamental architectural concepts, and user needs and constraints.

Service Delivery Management:

  • Ensure that Zensar deliver an effective service in accordance with the agreed SLA's.
  • Ensure that Sopra Steria deliver an effective service.
  • Oversee the programme of works and where necessary use Prince 2 methodology to project manage deliverables and verify that projects are progressing in accordance with project tolerances (budget/time).
  • Perform reviews of outsourced development deliverables in order to ensure that coding and quality standards are met.
  • Where necessary ensure that a weekly progress report is produced and sent to key stake holders.

Testing:

  • Oversee the testing team to ensure they deliver a service that is aligned with the business needs.
  • Will own the user acceptance testing process and make sure that all key stakeholders are engaged.
  • Create a set of acceptance test requirements, together with the testing team, Zensar software engineers, and other key stakeholders.
  • Will ensure that all developments have completed UAT and been signed off by the key stakeholders before they are allowed to be released into the Live environment.
  • Must keep track and ensure that version control is applied to all test scripts and test results.

Asset Management:

  • 3rd party development companies such as outsourced partner Zensar.
  • Developers' and testers' software licenses.
  • Developers' and testers' IT hardware.
  • Development team (30 subcontractors)
  • Testing team (1 direct employee, 4 subcontractors).

Qualifications & experience (relevant to job):

  • Experience of supporting and developing systems in an enterprise environment.
  • Software development lifecycle experience and best practices.
  • Experience in supplier/relationship management, and dispute resolution.

Would be beneficial:


  • Degree or equivalent, professional qualification advantageous.
  • 5 years' relevant experience.
  • Extensive knowledge of IT systems.
  • System integration experience.
