In this role, you will oversee the assessment and development of intelligence to effectively identify and manage risk across the CTPSE Intelligence Management Function and provide management support of the East portfolio of Fixed Intelligence Management Unit.

You will be responsible for the management of resources, to ensure an effective and efficient provision of service to support the Counter Terrorism efforts within the South East region and wider.

You will ensure all information and intelligence is managed in line with the National Standards for Intelligence Management (NSIM).

You will have experience in serious crime and intelligence management.

You will also have experience of assessing the implication of activity beyond the boundaries of the force and the region.

Strong leadership skills and knowledge of force, regional and national processes for planning and instigating operations are also essential to the role.

Responsibilities

  • To be responsible for the management of resources within the CTPSE Intelligence (Intelligence Management Unit, Field Intelligence and Operations, Nominal Management & CaTO), ensuring an effective and efficient provision of service to support the Counter Terrorism (CT) effort within the South East region and, where applicable, nationally.
  • To undertake the role of Intelligence Manager; driving, managing and overseeing the collection, assessment and development of CT intelligence received into CTPSE to establish the level of threat posed by an individual or group.
  • To undertake the role of Intelligence Manager in support of CT investigations, working closely with CTSIO and multiagency partners and forces.
  • To lead on the delivery of specific CT thematics in support of the Control Strategy across the region, to ensure a consistent approach with clear processes and objectives in line with the current assessment of threat, harm and risk.
  • To develop and manage professional working relationships with individuals within key roles in the host forces within the South East. To ensure connectivity with the forces is nurtured, and to act as a point of reference in relation to specialist knowledge and service.
  • When required to own the operational delivery of Nominal Management in the region. Be the point of contact in relation to pursue activity disclosure when deemed necessary to ensure informed judgements can be made on risk management plans. Assures adherence of regional nominal managers to guidance and processes contained in the CTP Nominal Management Manual of guidance and other relevant policy (eg MAPPA, Community Pathfinder) Ensure regional nominal management is appropriately resourced with trained staff. To cochair central MAPPA meetings with HMPPS leads.
To undertake management of those at threat from hostile states within the region.

  • To ensure that there is appropriate engagement, liaison and support for partners in any operational activity within CTPSE.
  • To direct, supervise, motivate and guide officers and staff, including allocation of workloads, completion of PDR's and identification of training needs.
  • Provide support to spontaneous, critical and major incidents or events as directed.
  • Conduct all responsibilities in strict adherence with all relevant legislation, codes of practice, standards, protocols, procedures and guidelines.

Essential role based training

  • Requirement to complete the CT Introduction and Manager's courses (whilst in role).
  • Requirement to complete the College of Policing Intelligence Professionalisation Programme (IPP).
  • NCIA Training (provided on appointment).
  • Fusion and Fusion Manager's Courses (whilst in role).

Required knowledge/skills
Essential

  • Experience in serious crime and intelligence management.
  • An understanding of the National Intelligence Model.
  • Leadership abilities to direct and control others during intelligence development operations.
  • Knowledge of force, regional and national processes for planning and instigating operations.
  • Experience in assessing the implication of activity beyond the boundaries of the force and the region.
Desirable

  • Previous experience of covert policing methods.
  • Previous experience of Counter Terrorism Intelligence and Extremism Operations.
  • Knowledge of CHIS issues in line with RIPA.
