To manage a geographical area of the highway network to include routine and reactive maintenance issues, prioritising works in accordance with policy and contractual requirements, act as a key contact for elected members, and to contribute to the management of target outputs and target costs detailed in the business plan.

To work as part of a team, supporting the Team Leader to ensure that our customers and stakeholders are at the heart of what we do, to ensure that we keep the network safe, we provide the necessary information to put our operational teams to work safely and that we achieve the company business objectives.


The Role

  • Manage member enquiries and requests for service, and escalations for a geographical area of the borough and communicate outcomes. Arrange for any inspections, investigations, research and consultation that may be needed in order to determine the appropriate response or action required.
  • Meet with residents and stakeholders on site to discuss highway maintenance or highway related matters. Conduct such meetings in a courteous manner and explain any technical issues clearly. Manage expectations but consider what action might be appropriate, balanced with policy and budget considerations
  • Act as a point of contact for ward members specifically in relation to highway maintenance activities whilst maintaining an overview of all highway related issues in a geographical area. Provide updates about routine and programmed works, as well as helping to resolve specific issues.
  • Provide accurate and timely response to correspondence, particularly letters of complaint, letters from MPs, to the Chief Executive, Leader of the council, Freedom of Information requests etc.
  • Produce engineering solutions to resolve more complicated maintenance problems on the highway network within the scope of policy, business plan and legal responsibility. Ensure that all necessary information and challenges are included when raising and authorising works
  • Provide expert advice, guidance, support and challenge to other practitioners / professionals, customers and stakeholders. Manage relationships with customers and across groups of customers. Manage responses to complex or politically sensitive issues.
  • Represent Ringway Jacobs & CEH at meetings, partnership, public and other high profile events such as member open days, roadshows, etc. promoting the achievements, current maintenance strategy and forthcoming work programmes.
  • Identify additional information / activities / systems needed to support service delivery / promote the service area. Ensure the design, development and implementation of solutions to deliver these.
  • Provide support and help to coordinate the response during adverse weather events, incidents or emergencies on the highway network.
  • Contribute to the development and delivery of continuous improvements in all aspects of the service and monitor performance against targets in the business plan. Monitor, coordinate and prioritise service requests during times of high demand and in consultation with the Team Leader redirect and assign resources as necessary.

About You

  • A full UK driving licence is essential
  • Good IT skills are essential, particularly MS Office, and GIS systems desirable
  • Extensive experience of dealing with service users and handling complaints is essential
  • Excellent written and verbal communication skills are essential as is the ability to communicate clearly
  • Experience of highway maintenance methods and techniques and ability to problem solve to find appropriate engineering solutions is essential
  • Able to use initiative and selfmotivation to work under pressure, with mínimal direction and to plan and prioritise workloads to obtain maximum efficiencies
  • Confident, articulate and professional speaking abilities
  • Able to build and maintain effective working relationships with stakeholders and others, particularly elected members
