Situated in Zone 5, Sutton is less than 30 minutes by train from central London, and south and south west London are easily accessible by public transport.

There are 10 train stations which serve key neighbourhoods within the borough providing direct connections to London Victoria, London Bridge, London Blackfriars and St Pancras International.

Sutton also has direct rail connections with Epsom, Dorking, Guildford and Horsham, as well as Wimbledon for an interchange with the London Underground and West Croydon for the London Overground.

There's also an extensive road network which provides close and easy access to the M25 and M23.


About the Role


Join the London Borough of Sutton Development Management team for exciting opportunities to lead on the management and operational requirements of Sutton's Community Infrastructure Levy (CIL) and Section 106 developer contributions (S106).

You will also play a key role in the advertisement and promotion of our Neighbourhood Fund delivering key infrastructure improvements to our residents.

What does the role entail?

  • Advise and assist various stakeholders
  • Collection of CIL and S106 contributions
  • Manage financial returns and monitoring
  • Promote and assist with Neighbourhood Fund allocations

At Sutton we are looking for professionals with enthusiasm and knowledge to lead in a range of built environment disciplines but in particular on helping negotiate and secure vital infrastructure.

Take responsibility for the effective implementation and monitoring of CIL and Section 106 agreements and manage the collection of related financial developer contributions arising from both.

The role is virtually based but will require the successful applicant to travel to Sutton as required.


About You


To be successful in this role you'll need to be passionate about planning in Outer London with a track record of achievement in a comparable role and have the skills to deal with complex strategic infrastructure issues.


The role will involve delivering high quality, robust and transparent decision making within tight time frames on matters relating to S106 legal agreements and CIL to ensure that Sutton is recognised as delivering an excellent planning service for all of our customers.


We are looking for flexible and adaptable professionals with a can-do attitude and a track record of working on a range of infrastructure areas who share our excitement for delivery on the ground.

Essential skills;

  • Excellent written and verbal communication skills including presentations at events and committees
  • Excellent numeracy skills
  • Excellent organisation and ability to work with the minimum of supervision
  • The ability to work under pressure to tight deadlines
  • Attention to detail
Desirable skills;

  • Experience of working within a planning background in Local Government
  • Appreciation of the planning and development process and the role played by developer contributions in funding infrastructure
  • An understanding of Planning software including Exacom and Uniform
