About this job:


The role of environmental enforcement officer will contribute to the Councils objective in reducing environmental crime, noise and nuisance and other environmental issues enhancing Civic Pride.


The post holder will wear a uniform and will conduct high visibility patrols across community areas that they serve, interacting and developing community knowledge, tackling areas at risk of environmental crime.


Environmental Enforcement Officers will undertake tasked duties such as proactive and reactive patrols, responding to service requests or taskings as directed by the management team.


Will be responsible for allocated equipment including Digital Recording Body worn cameras, council vehicles, mobile devices as well as personal protective equipment required for the role.


Responsible for the inspection and monitoring of the borough for all open, public spaces and private land areas to improve the street scene and environment.


To deliver robust enforcement and targeted activity relating to, commercial waste carrying and presentation offences, littering, flytipping, noise, highways enforcement, street trading, fly posting, graffiti, unauthorised advertising, unlawful encampments, abandoned vehicles, eyesore gardens, detrimental land, dog fouling and any other relevant abuse of our open public spaces to improve the appearance of the street environment and to bring about compliance.


To work as part of a mobile team on rota covering a six-day 7 night shift pattern across the Borough as directed.


Special requirements for this post:


You will provide an out of hours response to noise complaints including working late nights and weekends, You will be part of a team on rota that investigates the control of noise from all sources including domestic, commercial, industrial and entertainment premises undertaking environmental monitoring, enforcement, advisory and informal actions where necessary.

Use the Council's noise prediction and monitoring equipment and other technical equipment relating to noise.


Yo will be required to patrol areas, undertake observations, investigations and surveys to identify compliance with relevant legislation and give advice where necessary on any matter within the remit of the post.


You must be able to provide a response to other environmental nuisances considered anti social including licensing matters and other local stressors that may impact the community.


You will investigate all environmental issues reported on public and private land related to enquiries, complaints, businesses, residents and other users of the borough which may include the use of enforcement processes including the issuing of formal notices and fixed penalty notices.


you will identify, investigate and effectively deal with breaches of legislation through appropriate written or verbal advice or warnings, notices, fixed penalty notices and legal action in accordance with legislation and the Council's Enforcement Strategy.


You will be responsible for the drafting of legal and statutory notices and papers required to support enforcement action, including preparing legal bundles for prosecution To take witness statements and gather and preserve evidence for use during investigation and in legal proceedings, to act as a witness in any court proceedings.

Key aspects of the role would include investigation of offences and various breaches, conduct Police and Criminal Evidence Act interviews, serve relevant notices on a range of enforcement priorities to regulate or ensure compliance with legislation.

You will issue fixed penalty notices for enviro related offences such as littering, flytipping and noise.

One of the key aspects of this role is the variety of enforcement work being undertaken.

This is a great opportunity to engage with individuals and work to overcome a range of challenges, experience joint working with teams across the council including legal services, trading standards, licensing, private sector housing, public realm and housing services.


The role is based in London Borough of Barking and Dagenham and will be operated on a shift Rota basis working a mixture of days, nights and weekends.
