Job description


An exciting opportunity has arisen for a Planned Maintenance Surveyor (PMS) to join our team which delivers a comprehensive range of planned and project work worth £7m pa.


This is a key role within the service as we work toward meeting new 'Greener Housing' targets and our enhanced Asset Management responsibilities.

You will be responsible for managing all aspects of contract duties on Planned and Cyclical Maintenance and Capital refurbishment projects to housing properties in the role of Planned Maintenance Surveyor.


As a qualified and experienced building surveyor you will be expected to provide professional advice on property and construction matters incorporating advice on factors affecting buildings such as building defects, alteration costs, extensions, renovations, and the design of buildings.

Carrying out feasibility studies, drafting scheme designs, cost analysis documents, timelines, and specification for works


Around 60% of your time will be carrying out contract duties on maintenance and refurbishment projects to housing properties in the role of Contract Administrator.


You must be capable of producing specifications and contract documentation and carry out tendering procedures in accordance with current Council standing orders.


Experience of preparing and submitting contract documents for tenders, quotations, and estimates for projects under partnership frameworks and through competitive tenders is a must.

NFDC evaluates all tenders on a cost and service quality basis.

The ability to analyse stock condition data to build validated programmes of planned maintenance and capital works is essential.


As the PMS you will prepare, maintain, and update comprehensive schedules and unit cost statements for works and services and regularly monitor the financial status of the individual contracts allocated, ensuring monthly cost value reconciliations are carried out.

The PMS will carry out performance analysis and performance manage contracts.

This will include the proper programming of the work, agreeing the quality and all issues relating to costs and payments.


You must ensure all projects allocated comply with all current Planning legislation, Building Regulations and Health, Safety & Welfare requirements and that standards are reviewed considering any new legislation.


Requirements under The Construction Design and Management Regulations 2015 must be adhered to, including the preparation and enforcement of Construction Phase Health and Safety Plans and Risk Assessments.

The PMS work is split approximately 60% contract administration and 40% building surveying and managing projects.


New Forest District Council is the largest housing provider in the district with over 5,100 Council dwellings made up of houses, flats, hostels and schemes providing extra care.

Our Housing service has undergone significant and positive change over the last 3 years as we build on a new strategic vision.

For the service to achieve NFDC's Greener Housing strategy NFDC is offering development and progression via the Retrofit Academy.

All the Asset Management Team will be encouraged and supported to achieve the appropriate level award as below:

Level 2 Award in Understanding Domestic Retrofit

Level 3 Award in Domestic Retrofit Advice

Level 4 Award in Domestic Retrofit Assessment
