The Inch Cape Offshore Wind Farm, currently in late-stage development, will see up to 72 turbines located 15 km off the Angus Coast and connect to the National Grid at Cockenzie, East Lothian.

Our projects are poised to play key role in green economic recovery.


Once complete, it will be one of Scotland's largest single sources of renewable energy and power up to 1 million homes with clean electricity.


Summary of Assignment:


The Principal Designer Advisor (PDA) will be part of the Project Management Team and will be responsible for coordinating and managing all aspects of Principal Designer (PD) duties under the Construction, Design and Management Regulations 2015 (CDM), on behalf of the project and in support of the appointed Principal Designer (Inch Cape).

This role will work in close liaison with the Health and Safety, Engineering, Construction and Package teams to advise and support the PD, Project Leadership Team and Project Director to satisfy the requirements of the CDM regulations through the Pre-Construction and Construction Phases of the project.


Responsibilities


A Senior Technical Manager in the project will be the nominated PD project lead and will always remain responsible and accountable for the duties set out in the regulations.

The role of the PDA is to advise and support the PD in all aspects of compliance with the regulation.


As such, the scope of the PDA roles and responsibilities will be dictated by the CDM Regulations, and the associated guidance on regulations L153 "Managing Health and Safety in Construction" as summarized below.


Advise and support the PD to:

  • Ensure that the preconstruction phase is planned, managed, and monitored to Coordinate health and safety.
  • Ensure that reasonably foreseeable risks are identified, eliminated, or controlled.
  • Ensure that Designers comply with their duties and cooperate with each other.
  • Assist the client in identifying, obtaining, and collating the preconstruction information.
  • Provide preconstruction information to Designers, the Principal Contractor, and Contractors
  • Liaise with the Principal Contractor(s) for the duration of the appointment.
  • Prepare the health and safety file.
  • Ensure through competence assessment that appointed Designers have the relevant skills, knowledge, and experience to deliver their work
The PDA will assist the PD in assuring "safety by design" by supporting the implementation and consistency of processes and practices including:

  • CDM Committee Meetings
  • Competence assessment
  • Design Change Management
  • Design Safety Reviews
  • Risk Assessment processes (HAZID, HAZOP, DRAS etc.)
  • Creation and maintenance of Design Decision Logs, Residual Risk Registers etc.

Skills:


  • Technical knowledge relevant to the project (onshore and/or offshore construction in relation to development of renewable energy projects) gained in engineering or H+S roles
  • Design skills, knowledge, and experience relevant to the project
  • Understanding and skills to manage and coordinate the preconstruction phase (including any design work)

Knowledge:


  • Excellent understanding of the CDM 2015 Regulations and the requirements placed on duty holders, in particular those of Designer and Principal Designer
  • Experience of technical management of similar large scale offshore wind projects gained in either engineering or health and safety roles.
  • Excellent understanding of industry leading principles of technical and safety risk management
  • Previous duty holder experience as Principal Designer or Designer on significant construction projects (desirable)
  • Experience in coordinating between project functions and managing cross functional interfaces (desirable)

  • Degree qualified
  • Relevant professional qualification, membership of professional institutions or bodies
