As part of the Nursing and Care Directorate you will be supporting the Quality and Safety of Care for a defined population.

These will be based in place with a hybrid working model, however there will be a requirement to travel across the wider ICB footprint.

Provide a comprehensive administrative and project co-ordinated service to the team to support the achievements of effective implementation of the Quality Strategy.


Provide professional administration support to relevant quality meetings, Committees, Forums and Networks ensuring minute taking, information sharing and management of actions.


Co-ordinate and maintain performance management systems to monitor compliance submissions against quality schedule and CQUINs for all providers within stated timescales producing the relevant information/documentation to assist the quality assurance process of compliance by the quality managers.


Co-ordinate robust project management and implementation plans to support the delivery of the quality schedule/work programmes with all relevant providers within the annual contractual cycle in relation to quality compliance and assurance.

The post holder shall as necessary provide cover for and undertake duties of absent colleagues.


Develop guidelines and protocols for the area of work, promoting service improvement to be submitted to and agreed by the identified manager in the quality team.

Provide direct support, training and advice to enable teams to test and implement improvements in identified areas.

Using recognised improvement techniques, the post holder will:


Produce compliance reports for any provider Clinical Quality Performance Group meetings, committees and steering Groups on a monthly basis or as required within stated timescales.


Cheshire & Merseyside ICB has set out a clear vision to improve health outcomes, reduce health inequalities and commission consistent high quality service provision, whilst maintaining financial balance.

Delivering this vision will be a significant challenge as health outcomes for residents are comparatively poor in comparison with national peer groups and it is clear that the financial outlook will be difficult.


To achieve this will require major changes to the way services are commissioned and delivered, ensuring a focus on prevention, adoption of innovation and maximising service delivery in terms of improved quality and productivity.


The ICB assumes responsibility for Quality Assurance by holding providers to account for the delivery of their contractual obligations and quality standards.

The ICB will work closely with providers with a relational contracting approach to ensure service delivery continually improves upon health outcomes.


As a membership organisation the ICB has a duty to support member GP practices and wider primary care to quality assure current standards, whilst recognising that each provider and member practice remains accountable for the quality of services within their own organisation.


Individual ICB members/staff have a responsibility to report incidents and respond to patient feedback in an open and transparent way in order to support improvement in our services.


The post holder will be responsible for supporting the quality managers with the administration of the Quality meetings e.g Clinical Quality Performance Group meetings (CQPG) and the collation and co-ordination of the quality compliance submissions e.g Quality schedule, Commissioning for Quality and Innovation framework (CQUiNs) and Service Development Improvement Plans (SDIPs) for a number of providers within the commissioning responsibility of Cheshire & Merseyside ICB.

The post holder will support the quality team to develop systems and processes to monitor and performance manage the quality of services across place.

They will support the quality team to ensure effective liaison and working arrangements with all stakeholders including secondary care, community services, mental health services, primary care and other health and social care professionals.
