Job Purpose:


This is an exciting opportunity to lead the development of South Hams Community and Voluntary Services (SHVCS) in a phase of renewal, providing leadership and strategic direction, and being responsible for the management of SHCVS, ensuring that it remains relevant and provides the best possible support to community and voluntary organisations across the South Hams District.


Main Duties

  • Provide the strategic leadership of SHCVS, ensuring the provision of quality services to the community and voluntary sector in the South Hams District, within the framework of the SHCVS Strategic Plan
  • To be responsible for broadening and strengthening strategic partnerships, including liaison with partner organisations within South Hams, liaison with funders, support to networks and alliances, and liaison with South Hams District Council and Devon County Council, representing and advocating for the voluntary and community sector in the South Hams.
  • To be responsible for leading the Core Leadership Team, composed of the Communities Team Leader, Health & Wellbeing Team Leader, and Office & Finance Manager.
Work together with the Core Leadership Team, to ensure the following:

  • The planning and implementation of the annual delivery plan, and management of the wider SHCVS team.
  • The successful implementation of all projects funded through SHCVS (e.g. current projects such as the TQ6 Project, Ukraine Project, Social Prescribers and Home from Hospital Projects, and any new projects taken on).
  • Effective and efficient communications and management of the SHCVS website and social media, ensuring good visibility of SHCVS and information about the services it provides (a communications officer to also be recruited).
  • Efficient human resource management is in place, ensuring all staff are supported in their roles, appraisals and a training and development plan are in place for all staff, and undertake recruitment and inductions for new staff, as needed.
  • Strengthening of the capacities of SHCVS, so it is better able to support the voluntary and community sector in South Hams (for example securing additional resources for the recruitment of communications and funding officers, and additional community builders/connectors, and the establishment of an annual training programme for community and voluntary organisations).
  • Work with the Trustee-led Human Resources and Administration Support Group, and the Office and Finance Manager, ensuring all policies and procedures are kept up to date and adhered to.
  • Work with the Trustee-led Finance Support Group, and the Office & Finance Manager, to be responsible for the financial management of SHCVS, adherence to the annual plan and budget, and provision of quarterly financial reports to the trustees.
  • To support and work with the Board of Trustees to enable them to fulfil their duties and responsibilities for the proper governance of the organisation, including being responsible for the preparation of the SHCVS annual report, and ensuring that all reporting requirements for the Charities Commission and Companies House are met.
  • To represent SHCVS at Devon Voluntary Action (DeVA), attending regular meetings and making the most of Devon-wide partnerships and funding possibilities, and to act as a representative of DEVA if required.

General (for all staff)

  • Carry out duties at all times in accordance with SHCVS's health and safety policy, equality diversity and inclusion policy, confidentiality policy and other policies and procedures in place within SHCVS.
  • Work with all CVS staff to ensure joint working throughout the organisation, and to enable the best possible service from SHCVS to the voluntary and community sector in the district.
  • Undertake trainings as required and appropriate.
  • Undertake other reasonable tasks appropriate to the job, as may be required from time to time.

Person Specification:


  • Work experience at leadership level
  • In depth understanding of the community and voluntary sector
  • A passion and belief in the role of the community and voluntary sector
  • Experience in liaison with partners and local authorities
  • Management experience, experience managing a team working in different locations, and experience of human resource management
  • Excellent communication skills, written and verbal, and confident public speaker
  • Track record of successful delivery of projects / services
  • Track record in successfully securing funding from a variety of sources
  • Understanding of budgets, income and expenditure
  • Strong IT skills, with experience of Microsoft Office, including Word, Excel, PowerPoint etc
  • A driving licence and access to a car to travel within South Hams Dist
