Main Responsibilities

  • Lead the Telecom Operations asset and Performance team to develop the intelligent asset plan (including all maintenance and renewals activity) and lead the development and management of the associated prioritised investment work bank, including reviewing investment papers for compliance to national requirements and participate in funding negotiations.
  • Manage the inclusion of all investment items into appropriate programmes and undertake the role of 'Client' for renewals schemes and develop stakeholder relationships to effectively track through to completion, including approval of programme changes to determine and advise on the implications if work is not undertaken to the recommended time, scope, and budgetary framework.
  • Establish clear success criteria for each project/programme and hold the delivery leads responsible for adherence. Hold periodic reviews with deliverers to understand and challenge progress, review and endorsement of change proposals and communication to the appropriate stakeholders.
  • Control and Lead the Telecoms Asset and Performance Management transformation plan and direct the monitoring of route and regional asset management plans, to maximise benefits to the operational railway and confirm that all regulatory outputs are met nationally.
  • Identify the Telecom Operations requirements for regionally led renewal and enhancement schemes, as well as stores and spares capability to meet Network Rail's goals in accordance with company asset policies and standards from project inception to delivery and acceptance into operation.
  • Evaluate and Lead the provision of a Whole Lifecycle Costing capability within Telecoms and embed its principles into all renewal and enhancement proposals and reviews, in order to optimise engineering activity across the railway infrastructure system and resolve critical technical problems.
  • Lead the development of performance monitoring and equipment reliability analysis of telecoms engineering assets and asset information (including data capture and verification) to manage and forecast performance to achieve Network Rail's goals.
  • Prepare the development business cases and investment papers for Asset Management renewal and enhancement projects to mitigate identified business risk.
  • Manage the Telecoms Operations national network infrastructure platform to provide network service availability to the regions through establishing route relationships with the various route asset teams and route maintenance teams to identify and assess adherence to requirements for maintenance and conditional assessment KPIs and SLAs.
  • Manage the team to deliver a centralised logistics capability, providing resource planning, national stores and spares facilities, maintaining an efficient and robust supply chain and developing costeffective stock control and distribution, in order to support the introduction, operation and maintenance of all telecom assets across Network Rail.

Essential

  • Educated to degree level in an engineering discipline or significant equivalent relevant experience.
  • Broad and extensive engineering experience, particularly related to renewals and enhancements.
  • A detailed knowledge and understanding of telecoms technology.
  • Knowledge of technical, safety and performance standards relating to telecoms engineering.
  • Proven ability to lead engineering activities in a business environment.
  • Experience in the integration of complex engineering systems.
  • Extensive knowledge of compliance frameworks.
  • Strong IT background and experience in managing IT related projects.
  • Ability to drive change and improvement.
  • A strong influencer: confident, persuasive, determined.
