The Tenancy Officer - Targeted Tenant Services will be a skilled practitioner in the provision of
holistic and person-centred tenancy management services across the borough. The Targeted

Tenant Service will offer:

  • borough-wide duty and emergency tenancy management and casework function,
delivering more complex 'on-the-day' tenancy services where necessary

  • Locality-based casework and appointment system to manage non-emergency service
requests from tenants, enabling them to maintain their tenancies and thrive. This will
include management of lower-level antisocial behaviour, oversight of legal work and
other service requests related to the Conditions of Tenancy

  • range of proactive interventions to identify and address resident needs at an earlier
stage - including targeted visits to those at risk of poor outcomes

  • oversight and management of tenant-related work associated with voids and new
lettings

  • appropriate escalation / de-escalation of cases and seamless handovers within the wider
Tenancy Services structure
Post-holders will be based in one of four teams offering the services described above:

  • 3 Locality-based teams (North, Central, South)
  • 1 borough-wide 'on-the-day' duty team
Post-holders will be encouraged to develop expertise in a particular area of tenancy-related
specialism and will be expected to work flexibly across the Service as required. Post-holders will
deputise for Team Managers as appropriate.

  • Provide a responsive and proactive tenancy management service to tenants with a range
of requirements, building on their strengths to facilitate personalised, creative and
realistic interventions that reduce risk and promote resilience

  • Establish and maintain expertise in the range of tenancy-related matters that residents
require assistance with, developing and implementing a suite of tools and resources
(including policies and procedures) to support the delivery of the service. In particular, to
take the lead in developing expertise in areas of specialism

  • Provide housing and tenancy-related advice, interventions and services directly to council
tenants, their families, advocates and other professionals including the wider staff team,
and support colleagues to do the same. Ensure that demand for the service is managed
effectively and that unnecessary, wasteful demand is minimised

  • Implement robust processes for assessing, recording, managing and reviewing risks,
ensuring that these are dealt with at an appropriate level within the service structure.

  • To work in partnership with other service areas and teams in relation to service
development, multi-agency panels and individual cases. To understand the role of all
relevant statutory and non-statutory services available to residents and support the team
to make relevant referrals to safeguard and support them as appropriate
