Description

The Health, Safety and Security Lead will be a key member of the Corporate Governance Team under the Board Secretary, and will be responsible for ensuring that NHS GM has appropriate health and safety, security and fire safety management arrangements, policies, processes and systems in place, and that these are embedded across the organisation.


NHS GM has staff across a number of locations with varying arrangements (e.g., located within leased accommodation, co-located with the local authority, etc.), and the post holder will be required to ensure effective arrangements are in place and that assurance can be provided to management.


The postholder will work closely with the NHS GM Estates and People Teams to ensure Health, Safety and Security arrangements are robust and implemented across the organisation and the estate occupied by NHS GM staff, and will need to work closely with partner organisations where required.

Health and Safety (including Fire Safety)


Provide a highly visible leadership role for the management of health and safety (including fire safety) throughout the organisation ensuring the profile is raised to promote health and safety awareness.


Ensure that NHS GM has in place all necessary policies and procedures relating to health and safety (including fire safety) and ensure that these are reviewed and kept up to date and relevant.

Ensure that NHS GM employees are aware of their responsibilities relating to health and safety (including fire safety).


Working with the Organisational Development and Culture Team, develop a suit of training and information tools to support all staff to understand their obligations and responsibilities in relation to health and safety (including fire safety).

Ensure that such training and information is focused and easily accessible, and that the mode of delivery is supportive and suitable for the staff group and topic.


Monitor the compliance with health and safety (including fire safety) training, providing regular reports to service directors of levels of non-compliance.


Be responsible for ensuring that NHS GM has appropriate numbers of first aiders and fire wardens in place where required, keeping an up to date register of numbers required in each location, the names of first aiders and fire wardens at each location, the date that they require refresh training.

Ensuring suitable training is in place for appointed first aiders and fire wardens.


Develop annual action plans relevant to health and safety (including fire safety) management and be responsible for implementation within defined timescales.


Lead the implementation of health and safety (including fire safety) activities, advising on appropriate health and safety and fire safety strategies and remedial action.

Ensure that fire evacuation drills are undertaken appropriately, and that any concerns are identified, and action taken to resolve.


Ensure that the investigation of Health and Safety Incidents (including fire safety incidents) is appropriately undertaken, drawing on health and safety expertise and experience alongside knowledge and understanding of legislation and good practice.


Provide regular reports identifying health and safety incidents and concerns, identifying trends/areas of concern, and including any recommendations and improvements made that have been identified as a result of feedback.


Develop and implement a programme of health and safety (including fire safety) audits, to ensure that policies and procedures are being adhered to throughout the organisation, at all levels of seniority.

Ensure that there are effective data management systems to support NHS GM's health and safety function.


Ensure those directly involved in health and safety (including fire safety) management act in accordance with their defined responsibilities, rectifying any problems and alerting the Board Secretary when disagreements cannot be resolved.

Security Management


Provide a highly visible leadership role for the management of security throughout the organisation ensuring the profile is raised to promote security awareness.

Ensure that NHS GM has in place all necessary policies and procedures relating to security, ensure that these are reviewed and kept up to date and relevant.

Ensure that all NHS GM employees are aware of their responsibilities relating to security.

Analyse and collate qualitative and quantitative data concerning security incident reports, accident statistics.

Risk Management


Ensure that any risks relating to health, safety and security are identified, and lead on any mitigation actions required to address these risks.


Maintain a register Incident Reports, ensure they are allocated to the appropriate manager, and provide reports on progress to mitigate, identifying trends.


Be responsible for developing health and safety specific action plans resulting from CQC inspections, ensure that actions are allocated to the appropriate manager, and provide reports on progress.
