The post holder will develop and oversee the direction and delivery of all programme and project work streams, support, enable senior managers, clinicians, partners and portfolio directors to deliver the programme(s).


The role is expected to provide leadership directly/indirectly for the transformation and service change programme and identify resources needed to enable programme delivery.


The post holder will work collaboratively with internal & external stakeholders across to ensure effective management of interdependencies and delivery of objectives.

It is expected that the specific programme / projects managed by the post holder will change over time as the portfolio of work changes.

They will also manage the transformation and service change team, ensuring all involved in the delivery of clinical programmes and projects use common processes, adopt best practice tools & methodologies, share information and learning and that progress against milestones and agreed deliverables is robustly reported.


The role is responsible for supporting clinical and managerial leads in the delivery of agreed system-wide strategic transformation and service change programmes, ensuring the delivery of key milestones and deliverables, and the identification of recovery plans where required.


The post holder will use developed persuasion, negotiation skills to ensure that there is appropriate buy-in and engagement across programmes.

  • Overall responsibility for the programme management of all transformation and service change programmes, projects and workstreams to track and record progress against the strategic objectives and plans;
  • Utilise existing methods, techniques and data to measure the performance of strategic programmes, projects and workstreams and work with colleagues in other teams across the health and care system to develop new/alternative methods and techniques to enhance reporting and performance ;
  • Work with portfolio and transformation leads to ensure consistency of reporting for all programmes
  • Work with the Finance team to ensure consistency of reporting of financial information across the ICB, to ensure accurate financial baselines for all strategic programmes, projects and workstreams are identified and recorded and to continually monitor the programme budget to ensure delivery is within the agreed financial envelope
  • Develop processes to ensure that programme information is appropriately communicated with all relevant internal and external stakeholders (e.g. GPs, PCN, Providers, etc.) in as real time as possible;

The Staffordshire and Stoke-on-Trent NHS Integrated Care Board (ICB) is responsible for planning functions; managing the NHS budget and arranging the provision of health services in the geographical area.

Location Home based/hybrid working (most of posts).

Travel on occasions to a Hub location with at least 1 days notice

New starters are expected to collect IT equipment, from offices in Stoke-on-Trent, and if based at home are required to have appropriate desk/chair/ relevant equipment in compliance with DSE regulations

This role is responsible for leading the transformation and Service Change programme for ICB/strategic transformation and service change programmes.

This will include; programme vision and strategy; programme management including planning, reporting, managing risk, and a strong focus on benefits realisation.


  • Produce, interrogate and maintain programme and project plans driving delivery against key milestones in line with the system vision for an integrated care system (ICS).
  • Produce and develop scheduled transformation and service change reports in a timely and accurate manner whilst managing adhoc requests for data from stakeholders and effectively prioritising these.
  • Provide oversight to all strategic programmes and projects to ensure that they are aligned to one another.
  • Proactively monitor the overall progress of the strategic transformation and service change programmes and projects, helping resolve issues and implement corrective action as appropriate, including the development of appropriate contingency plans.
  • Ensure that appropriate involvement activities are planned for transformation and service change programmes.
