Commercial Procurement Manager - 12 Month Contract

Active SC clearance would be advantageous

Role Overview:

There is a wide and varied group of critical organisations who share the Emergency Services


Network including Police, Fire, Ambulance, British Transport Police, Highways Agency, Nuclear Police, Coastguard, Mountain Rescue and RNLI to name a few.

Our client is underway with an ambitious project to upgrade the hardware and software to provide thesedepartments with a state-of-the-art mobile communications programme.


We are looking for a Commercial Procurement manager to oversee the procurement of Goods and Services for a portfolio of projects within the ESN (Emergency Services Network) programme.


Responsibilities:

The Commercial Procurement Manager will support the Emergency Services Mobile Communication Programme (ESMCP) Senior Commercial Manager, to carry out the following high-level activities:

  • Analysis and development of Emergency Services Mobile Communication Programme commercial options and procurement strategies.
  • Creation of procurement standards, framework arrangements and commercial guidance, to enable a menu of services and equipment style catalogue to be established from which the Emergency Services can procure the equipment and services required.
  • Preparation and conduct of the Emergency Services Mobile Communication Programme competitive procurement lifecycle.
  • Carry out Market and User engagement throughout the procurement lifecycle.
  • Provide commercial and procurement advice to others that draws on relevant procurement legislations, policy, information, supply market knowledge and commercial experience.
  • Creation of the Emergency Services Mobile Communication Programme Commercial Schedules ensuring that the draft contract meets the business needs of Emergency Service Stakeholder
  • The utilisation of guidelines and tools for the collation and filtering of all market intelligence across all core activities that support our clients objective to becoming an Intelligent Customer.
  • Maintain awareness of emerging technologies and supplier capabilities, strategic and political issues within the public sector and procurement arena.
  • Working with the Programme's legal advisors to give advice on potential changes to the Emergency Services Mobile Communication Programme Contract during the pretender phase to ensure that it meets the business needs of the Emergency Services, and the fundingdepartments.
  • Identifying and implementing opportunities to reduce cost and improve performance.
  • Working closely with the Senior Commercial Manager, monitor and improve team efficiency by focusing on value adding work and staff utilisation.

Essential Criteria:


  • The ability to demonstrate the implementation of the latest Procurement
Management methodology and a clear demonstration of staying abreast of latest Procurement market trends

  • In
- depth Procurement knowledge that has delivered outstanding value for money and strong Commercial outcomes.

  • Leading a Commercial procurement team, influencing, working with and managing external stakeholders and internal customers
  • Experience of leading large scale/and or complex OJEU / Find A Tender procurements
