Procurement Officer (Sustainable Communities and Housing)

3 months - possible extension

START DATE - ASAP

36 hours per week

Options to work from home or office if preferred

£22.26 PAYE

£29.56 UMBRELLA


Purpose of the role:


Support delivery of a strategic Procurement service for the Sustainable Communities and Housing Directorates, improving procurement and contract management practice to deliver sustainable efficiency in third party spend.

Lead responsibility for specific sub-categories and/or client programmes as directed by the Procurement Manager

Deliver innovative, commercially focused procurement plans for the relevant directorates, including alternative service delivery models, taking lead responsibility across a portfolio of sub-category of spend.

Design and deliver procurement solutions that provide cashable savings and process efficiencies for the organisation whilst improving outcomes for our residents.

Lead the tender administration process for a sub-category of contracts within Sustainable Communities and Housing, ensuring compliance with procurement policy and governance.

Provide support to clients with strategic contract management to ensure effective contract compliance.

Taking lead responsibility for specific procurement projects within a category of contracts.

Adopting a robust project management approach to ensure key deliverables are achieved, reporting progress, issues and risks on a regular basis through appropriate governance.

Supporting commissioners across the council with the development of business cases to deliver commissioning plans.

Delivering against identified opportunities for collaboration and joint procurement for the category of contracts.

Supporting strategic and commercial contract management

Identifying:


- commercial options and risks

- optimum sourcing route and evaluation criteria

- resource requirements

- legal, HR, pensions, insurance, and other technical requirements - engaging appropriate professional support

Supporting effective strategic and commercial management through delivery of specific projects and engagement with strategic contract management activity.

Supporting clients with the contract management process for key contracts in accordance with the contract management framework and delivering targeted projects for specific contracts, as directed by the Strategic Procurement Manager.

Supporting the development and delivery of the implementation/ transition plan for new contracts, providing assurance of deliverability as directed by the Strategic Procurement Manager.

Supporting clients with the development of contract management plan for strategic contracts.

Providing strategic market intelligence and understanding in relation to procurement, highlighting market developments related to service delivery models and/or prevailing market conditions

Reviewing and challenging contract management arrangements

and contract performance for all strategic contracts, supporting with the performance reporting requirements.
