The Role

This is a new role, building the capacity of the Evidence Mobilisation team at this level and sitting alongside the National Delivery Manager (Partnerships) - that role focuses on the sustained local partnerships including provision of direct support to schoolsand settings.

This role will be central in shaping EEF's work with the middle tier - the range of organisations and structures that operate between national policy actors (e.g. DfE and Ofsted) and individual schools. This is a complex and fragmented landscape and the workfalls between our national policy influence and evidence guardianship role (e.g. around ECF and NPQ frameworks), and the sustained direct support to schools locally through our partnerships approach.

Your responsibilities include:
As part of the delivery of the EEFs new active mobilisation strategy, this role will be responsible for the leadership and development of the new "working through others" approach including:

  • Development of EEF's potential offer(s) and process to prioritise and broker activity with national organisations (for example cross regional MATs, EEF support for curriculum hubs or other PD providers)
  • Development of criteria, processes and EEF's offer to support regional school improvement actors
  • Working with the Heads of Evidence Mobilisation and Policy to help ensure an effective and consistent approach to working with middle tier actors across EEF teams
  • Scope and coordinate the coconstruction of new content to support the middle tier (working with content and engagement and policy teams)
  • Working with communications, policy and content and engagement teams to develop appropriate communication and stakeholder engagement planning to build and develop influence and manage expectations
  • Overall monitoring and oversight of delivery of this activity, including working to support appropriate evaluation
As part of the overall leadership and contribution to the evidence mobilisation team this role will be responsible for the operational management and oversight of delivery in three EEF regions


This will include:

  • Managing and developing three Regional Leads to make the most of their talents and experiences
  • Oversight of the Research Schools in these regions ensuring effective relationships, appropriate support and delivery including monitoring and grant management processes
  • Travel to the regions to support the Regional Leads in person and gain insight into the challenges of the role in each region
  • Support the wider leadership of the Regional Delivery Team forming a productive and constructive relationship with the National Delivery Manager (Partnerships) and the Head of Evidence Mobilisation to ensure cohesive and collaborative structures, processesand leadership of the regional team and Research School Network
  • Play a key role in the strategic development of the EEFs' mobilisation approach, providing insights gathered from close working relationships with Regional Leads and Research Schools

About you

You must be able to demonstrate the following:

  • A commitment to the aims of the EEF and an understanding of the value of evidence to drive improvements in pupil attainment
  • The ability and credibility to act as an effective ambassador for the EEF at a senior level, including with headteachers, system leaders and senior officials
  • A track record of project management and delivering change across organisations with an ability to adapt to a fastchanging environment with shifting deadlines and multiple objectives
  • Proven leadership skills and the ability to manage and motivate a high performing team working in a complex environment
  • Strong relationship management and communication skills that support dynamic, proactive and purposeful stakeholder engagement
  • Good understanding of the education landscape in England locally, regionally and nationally and the interrelationships between the levels
  • An understanding of the role of brokerage in relation to school improvement and use of evidence
  • An ability to work flexibly and proactively in a small, ambitious organisation
  • A willingness to travel to London regularly, and to all English regions less frequently, occasionally staying overnight
