    Job Title: Quantity Surveyor

    Job Description:

    We are seeking an experienced Quantity Surveyor to join our team at United Living Infrastructure Services. As a key member of our water division, you will play a crucial role in managing the financial and contractual administration of our projects.

    Your primary responsibilities will include:

    • Pre-contract:
      • Assisting in the preparation of tenders, including checking quantities for major elements.
      • Analysing tender quotations for exclusions and conditions, and reporting to the estimator.
      • Ensuring a thorough understanding of all bid allowances and maintaining a detailed handover with the estimating team.
      • Cooperating with the project team to deliver successful projects that support business unit objectives and target margins.
      • Supporting the Operations Manager to ensure that significant project issues and correspondence are addressed, and necessary contractual processes are observed.
      • Providing advice on contractual, valuation, and measurement matters to the management team.
    • Procurement:
      • Preparing and implementing the project procurement strategy with the Operations Manager.
      • Supporting the Group Procurement Department in buying deals, ensuring they are communicated to subcontractors at tender stage and applied at order stage.
      • Chairing subcontract interview meetings in association with the Operations team.
      • Preparing subcontract enquiries, including taking off quantities from drawings and formulating the tender list.
      • Negotiating sub-contract packages to deliver the most favourable outcome for the company.
      • Drafting and placing sub-contract orders, and ensuring no subcontractors commence on site without a completed order.
    • Main Contract:
      • Supporting the Operations Manager in providing monthly reports to the customer, ensuring accurate forecasts of our rolling draft final account.
      • Developing and maintaining close relationships with customers, consultants, and subcontractors to improve the customer experience and obtain repeat business.
      • Evaluating, submitting, and agreeing the price of C.V.I's and contract Instructions provisional sums, VE, etc.
      • Preparing and agreeing monthly valuations with the client's representative and ensuring same are invoiced, paid, in full, and on time.
      • Ensuring that any agreement with client representatives is documented.
      • Keeping adequate records in respect of any future claims.
      • Preparing and submitting alternative proposals for material and specifications to the client for approval.
      • Preparing and agreeing the final account with the client's representative.
      • Preparing and submitting all necessary contractual claims after approval by the line manager.
    • Subcontract:
      • Preparing and negotiating interim valuations and final accounts, including all necessary measurement.
      • Measuring, valuing, negotiating, and checking subcontract interim and final account applications, and processing associated payments according to the Construction Act and/or other prevailing legislation.
      • Informing the Commercial Manager of any possible claims by subcontractors and preparing necessary documentation/correspondence to protect the company's interests.
      • Preparing responses to claims for loss and expense after liaison with the line manager.
      • Managing the CVR process, forecasting project values, costs, and margins against the target margin and profit plan.
      • Forecasting cash on an accurate and timely basis, ensuring the cash position of the project is maximised without compromising contractual arrangements and relationships.
      • Monitoring profit plans and delivering on agreed areas, and identifying further areas for recovery.
      • Raising alarm signals to the Commercial Manager when the contract strays outside cost and profit parameters.
      • Monitoring preliminaries/site management costs and advising the Operations Manager on action to remedy over-expenditure.
      • Preparing and presenting commercial elements at the site Monthly Contract Review Meeting.
      • Assisting in the preparation of 'claims' or other means of dispute management to correct an imbalance of cost and value.
      • Studying contract documents and advising on onerous conditions, including the preparation of briefing notes for the Operations Manager.
      • Comparing contract documents with tender documents and advising on any anomalies, ensuring terms are in line with House Rules.

       

      Qualifications:

      • BSc in Quantity Surveying or similar commercial-related course.
      • Commercial awareness with good legal/contractual knowledge and experience.
      • Experience of Management accounts.
      • Proficient in Microsoft Office, particularly Excel, Access, and keen to extend knowledge on software packages.
      • Commercial contracting experience.
      • Re-measurement skills.
      • Previous experience in construction or a similar sector.
