Monitor the performance of the Soft Facilities Management (FM) services under the Private Finance Initiative (PFI) Contract.

Services that are included in the PFI contract are:

Car Parking, Catering, Domestics, Grounds, Pest Control, Portering, Post, Receipt and Distribution, Security, Telecommunications, Linen, Waste, Helpdesk, Housekeeper and Estates.

Ensure compliance with the PFI Project Agreement and other services contracts. Implement Environmental Management compliance schemes, and continually monitor compliance.

Undertake planned and random auditing of the services. Undertake investigations and inspections of the facilities. Prepare and evaluate contract variations. Assist in the review and implementation of systems that will support continuous improvement of services.

This may include; facilitating venues, detailed minutes, agenda and circulation of relevant documents.

Assist in the preparation of data and formal reports, to be presented to EFM leadership team and other Trust/PFI forums where necessary.

Ensure accurate preparation of communication sheets and variation enquiries in relation to Soft FM services between the Trust and the PFI Project Co, maintaining, updating and filing information.

Support the review of soft FM task requests, small works requests/minor works and variations, quotes and approvals liaising with the services users, PFI FM Service provide and the Trust Estates and Facilities projects team.

Maintain and develop (as needed) spreadsheets and databases ensuring information is accurately recorded and reviewed.

Assist in the review of procurement of Soft FM services to the Trust including ensuring services meet current regulation and standards.

Audit and update Soft FM Standard Operating Procedures (SOPs) and policies as required.

Coordinate responses/reports for information/data requests (both internal and external to the Trust) including:

Estates Return and Information Collection (ERIC); Premises Assurance Model (PAM); Freedom of Information Requests (FOI); Safety Learning Events and Risks; Complaints.

Environmental Management Tasks Lead on environmental management projects (including waste and sustainability) on behalf of the Trust, ensuring compliance with regulations, attending meetings/seminars as required and monitoring compliance.

Plan and organise projects, implement changes to practices, and provide training to Trust staff on environmental management compliance.

Monitoring Tasks Lead the monitoring of all Soft FM services in respect of quality, compliance and sustainability in accordance with legislation, guidance and best practice.

Evaluate and analyse current service delivery of the FM services against internal services level agreement, in line with the PFI specifications and contract monitoring agreement.

Participate and act upon the findings of Patient Led Assessment of the Care Environment (PLACE).

PFI Contract. Plan and organise FM service monitoring schedules. Undertake scheduled inspections, including targeted visits to ascertain the condition and compliance of the facilities. Scope of the inspection may be focused on a specific FM Service (i.e.

cleaning or maintenance).

Assist with the review and development of a contract monitoring system with the PFI partner through preparation of audit tools.

Provide input to the quality monitoring system as an integral part of the service specifications.

Assess and monitor the impact of service development and implement necessary changes in the service specification and the payment mechanism.

Participate in internal and external monitoring audits. Other Tasks Provide advice, education and communicate to Trust staff where appropriate, with regard to the Soft FM service. Supervise the Facilities Monitoring Assistant. Develop as an individual by taking personal learning responsibility.

To undertake any other duties commensurate with this banding as required by the Trust.
