Job description:


HM Coastguard is the operational arm of the Maritime and Coastguard Agency with responsibility for 6 key functions, one of which is Vessel Traffic Management (VTM).

This unique role sits within the Technology Team, and covers two workstreams, VTM Technical Services, and Policy and Standards.


This role is instrumental in ensuring an effective working relationship between HM Coastguard and MCA, along with the management of both national and international key stakeholders, enabling a diverse and wide-ranging network of contacts.


Responsibilities

Key accountabilities of the role include:
Policy and Standards

  • Maintain a detailed operational understanding and awareness of the international and national vessel monitoring and Vessel Traffic Services (VTS) legislation, including the Merchant Shipping Act, and any other international and national resolutions, regulations, procedures, processes, and rules to monitor HM Coastguards adherence and compliance to policy, and ensure the UK meets its obligations.
VTM Technical Services

  • Service owner of the current and future VTM systems for vessel monitoring, VTS and surveillance. Supervising and monitoring the operational use of current and future Coastguard technical systems to ensure high quality delivery.
  • Act as senior user and business change manager during implementation of VTM and related functional system projects, chair and lead systems working groups and develop, manage, lead the development for the systems and implement user acceptance testing.

Additional Information


The role requires occasional domestic and international travel to attend meetings and working groups which will involve some time away from home and the regular workplace.

Due to the remote location of some of our offices, role holders will need to be able to travel to them independently.


The role holder will be required to complete HM Coastguard's basic training program and to attend seminars, training sessions and workshops as part of the continuous professional development.

Role holders without a V103/1 Qualification may be expected to complete this.

The role holder will also be required to pass a medical for this role.


Person specification:


Along with one of the relevant qualifications listed below, you will also have experience of working in a policy role and an understanding of the relevant IT systems such as vessel monitoring systems, electronic charts, or automatic identification systems.

You have strong organisational skills with the ability to pro-actively prioritise your workload and welcome autonomy to your role.

Building brilliant working relationship quickly comes like second nature to you due to your experience of stakeholder management, both internally and externally.

You will be expected to hold one of the following:

  • IALA V-103/1 (VTS Operator), or
  • STCW II/I Certificate of Competence, or
  • A degree in relevant maritime discipline, or
  • HM Coastguard Internal vessel monitoring training qualification and demonstrable experience of work in this field.
