This is a key leadership role within United Lincolnshire Hospital Trust (ULHT), the post of Head of Planning will support the Deputy Director of Strategy and Planning by:

  • Developing the strategic direction for clinical and corporate services across ULHT helping ULHT achieve its strategic vision and deliver its integrated improvement plan.
  • Support the delivery of an effective aligned annual operational and strategic planning process with the ICS, providers and other stakeholders and provide effective assurance, in line with the ICS Joint Forward Plan and CIP requirements.
  • Ensure the annual planning cycle complies with the oversight and assurance arrangements for the Trust, working with Executives and senior leadership across the trust to ensure they are suitable engaged and the annual plan is fit for purpose and aligns with the requirements in the financial plan.


The post will lead the work to ensure that progress on delivery is tracked robustly, that exceptions are identified, and recovery actions developed, and detailed reports on status are produced on a regular basis as required for governance and assurance purposes.


A key requirement of this role is the development of effective relationships with stakeholders across organisational boundaries with particular focus on the development and subsequent delivery of the Lincolnshire System Joint Forward Plan.


The post holder will lead the coordination, development, implementation and evaluation of the Integrated Improvement Plan strategic planning process annually and the strategy development for the Trust every 5 years to ensure all governance and assurance processes are followed both internally and externally.


The main responsibilities is to lead on the Trusts contribution to the Integrated Care System strategic planning; development and implementation and to undertake impact analysis for ULHT and use this to support the development of ULHT 5 year Trust Strategy, triangulating the different asks in relation to demand and capacity modelling, workforce planning and development of the Trusts approach to identifying cost improvement plans.


The post holder will lead on the planning framework and monitor the delivery of the Integrated Improvement Plan and track benefits realisation, making recommendations as appropriate and working with ULHT clinical and leadership colleagues to ensure improvements and changes are made.


There will be a requirement to work closely with colleagues in across the organisation to develop and communicate a shared vision and direction for the shift in balance towards a more co-ordinated and integrated system of care and with colleagues from across the system.

As such you will be required to work closely with the other providers, local authority, voluntary sector and other partners such as HEE and education providers to further develop and align future delivery models and maximise opportunities to work collaboratively together.
