MMP Consultancy is looking to recruit a Service Charge Lead to work with a large housing provider based in London.

Working as part of the Business Improvement directorate, as Service Charge Lead, you will ensure the service charge setting cycles are coordinated and run effectively.

Providing operational support to the housing team to ensure compliance with service charge policy, procedure and relevant legislation.

Duties:

Manage a team of Service Charge Officers to achieve excellent results, using effective coaching, development and support
Support interpretation and implementation of service charge setting requirements (for example, project managing any new service charge regimes)
Act as expert in service and personal charges, including changes in legislation and development, in particular 1985 Landlord and Tenant Act and Commonhold and Leasehold Reform Act 200
Manage budget setting cycles and trackers for the variable and fixed service charges process, yearend reconciliations and annual consultation process
Upskill housing staff and provide guidance on how to analyse expenditure, forecast future expenditure and ensure that service charges are billed accordingly
Provide period exception reporting to housing, to identify nonrecoverable expenditure; missing recoverable expenditure, expenditure not treated appropriately, and prepare/advise on appropriate adjustments
Coordinate process for ensuring housing teams are preparing commentaries to accompany accounts and budgets, explaining exceptional variances, exceptional items to create robust service charge estimates

Experience Required:

Proven experience of implementing service charges within the housing sector
Experience of communicating with a wide variety of people and organisations
Understanding of landlord and tenancy obligations contained in occupancy agreements (freehold documents, leases and tenancy agreements)
Knowledge of accounting processes relating to service charges and varying methods of allocation and apportionment of service charge costs
Ability to carry out income and expenditure reconciliation
