Job overview


The postholder is the lead for the Capital Accounting function and will be expected, alongside Executive Directors, to develop deliverable capital plans that meet the strategic and operational needs of the organisation.


This role is also pivotal to the Corporate Financial Governance of the organisation to enable it to fulfil its statutory accounting responsibilities, including the preparation of the Trust's audited financial statements; and the provision of accurate andtimely monthly information to the Board.


The postholder and their team alongside the Finance Manager - Treasury, Subsidiary and Independent Sector is also responsible for the management of working capital balances.

Main duties of the job


The postholder is responsible for ensuring their team facilitate the development of prioritised capital plans, that funding sources for the capital programme are identified and secured and that the delivery of the capital programme against those milestonesare actively monitored and where appropriate scheme leads take corrective action.


The postholder is also responsible for interpreting policy and new accounting standards, communicating implications to the wider Senior finance team and developing action plans so that new reporting requirements can be delivered.

The postholder is responsible for the timely and accurate preparation of monthly and annual financial report/accounts to its regulator.


Detailed job description and responsibilities

Planning and organisation

  • Directly responsible for:
  • The full financial monthly return is completed comprehensively, accurately and is submitted on time
  • That annual capital charges, financing costs and working capital plans and more strategic 5year capital plans are developed on a timely basis and that these plans are then continually updated and these updates are also incorporated into the monthly reportingcycle.
  • The postholder will alongside the directly managed capital accounting team, develop with Executive Directors a clearly defined annual capital programme that is within budget (typically £50m in value) and has clear milestones that are continually monitoredand appropriately reported and where required corrective actions required to deliver the program on time and within budget are being clearly identified.
  • The postholder will also be responsible for ensuring that the Capital Accounting team are drawing down sources of finance that fund the capital program in a timely manner.
  • That timely production of elements of the board report, such as the Statement of Comprehensive Position and Statement of Cashflows take place.
  • Overall responsibility for ensuring that control account reconciliations that support the accuracy of the Trust's reported financial position are being undertaken by Trust wide staff on a timely basis.
  • Overall responsibility for the planning and delivery of the year end accounting process, including allocation of responsibilities to the wider financial and operational teams and active management of the information demands of the external audit team thatare time critical.

Analytical and judgement

  • To continually assess how improvements can be made to the routine financial reporting process.
  • Providing professional leadership to the Capital and Financial accounting teams to ensure that continual development and maintenance of the General Ledger accounting hierarchy structure takes place.
  • Providing professional leadership to the Capital and Financial accounting teams to ensure that appropriate commentary analysis on of the Statement of Financial Position and Cashflow Statement including potentially complex variances to plan and sensitiveissues takes place.
  • The postholder will be expected to identify emerging working capital problems as well as instigating appropriate corrective action.
  • To provide professional leadership to the Capital and Financial accounting teams
  • A sense check review of the revenue position and statement of financial positions to ensure that the data triangulates with other variables, e.g. forecast data and other returns such as human resource / people data. Where potential variances exist, to investigatethese and propose corrective action.
  • This postholder supported by the direct report 'Deputy Finance Manager
  • Capital and Financial Accounting' will appraise / critique all business cases where there is a capital requirement to ensure that the business case clearly articulates the need andthe business case comprehensively addresses the requirements of the 'Five Case model', (as used by Treasury), before they are released to decision making groups for approval.
