PURPOSE OF THE JOB
The strategic management of effective cleaning and grounds maintenance services working on behalf of the London Borough of Southwark.


Responsible for the performance and continual development of the cleaning and grounds maintenance services in Southwark and improving customer satisfaction, both actual and perceived, by residents, tenants and all other stakeholders - making Southwark agreat place to live.


Developing a strong and effective working relationship with the Members, residents and the tenant movement as well as other interested groups in order to fulfil this purpose.


PRINCIPAL ACCOUNTABILITIES

  • To manage the service in accordance with the Council's business management requirements, including in financial management, business planning, performance management, risk management and the management of health and safety. To contribute to the strategicplanning of the Environment and Leisure Department.
  • The development, delivery and continuous improvement of the Council's cleaning and grounds maintenance services. Development and reporting of service and staff performance standards, indicators and targets in accordance with legislation, government guidanceand local priorities.
  • The resolution of depot and property issues arising from service development.
  • To keep up to date on national and regional policy and legislation and provide expert advice to the Council on pertinent strategy matters.
  • To liaise with other Council officers and implement local systems to support the corporate priorities. Represent the Department at Council wide meetings that address issues relating to the services and to support the Director of Environment and the StrategicDirector of Environment and Leisure in representing the Council with Government and other external agencies. The establishment of partnerships between the Council, service providers, the community and statutory bodies.
  • Preparation, management and monitoring of capital budget and annual revenue budget of £20.75m. Implementing financial strategies for the service ensuring resource limits are not exceeded and corporate financial requirements are adhered to throughout. Certifyfees and other remuneration of service providers and authorise payments to contractors and consultants. Be responsible for the management and securing of income payments.
