JOB TITLE:
SENIOR HSE ADVISOR


KEY RESPONSIBILITIES:


  • Reporting to the VP, HSE, this role takes a lead on coordinating medium to long term plans to ensure uniform systemic approaches are applied across AS and leads strategiclevel projects as identified and agreed
  • Overseeing rigid PMO (project management organisation) and workstream coordination so that HSE becomes and remains the exemplar business partners amongst functions.

Improvement:


  • Oversee and improve PMO processes, develop and maintain objectives tracking methods so that function plans and programmes are delivered in a timely manner
  • Support knowledge management and encourage best practice.
  • Maintain awareness of relevant new / emerging regulations and participate in any consultation processes, to ensure Company is well positioned to manage any impact;
  • Focal point for cross company information sharing of best practice, identifying and implementing improvement initiatives
  • Working with Petrofac Group HSE on the implementation of Company wide HSE initiatives ie Life Saving Rule
  • Where appropriate, engage and manage external consultants / contractors to carry out specialist work (studies, training, etc), to ensure delivery of quality HSE support in all relevant areas;

HSEMS

  • Coordinate HSE Management System maintenance and improvement in accordance with relevant legal and industry standards, customer expectations and business requirements
  • Lead the specification of cross region and service line safe systems and processes, both Petrofac and via JV partner or client interfacing.
  • Liaise with Industry, Regulatory and Certification bodies and maintain an uptodate knowledge of current legislation and industry standards national and international to support the business requirements.
  • Assist senior managers in obtaining assurance that performance standards for the control of major accident hazards are suitable and attained, supporting tier 1 to 4 level audits.

ER & Incidents
  • Undertake incident investigations and promote incident prevention for the benefit of the company and clients.
  • Coordinating incident review board processes to review investigation reports by others to assure quality.
  • Support development of emergency response and medical emergency response arrangements required for new geographies and sectors, the maintenance and exercise of arrangements put in place and participate in their implementation as required.
  • Participate in Emergency Response Team duty rotas.


  • Transitions and BD

  • Project manage assigned operational and contract transitions from an H&S perspective.
  • Ensuring effective Client relationship management regarding HSE.
  • Provide consistent information for bids and tenders.
  • Coordinate and deliver HSSEIA requirements of strategic projects, contract and duty holder transitions where legal compliance with major accident prevention requirements are involved.
  • Manage due diligence activities, including reviews and audits of major accident prevention activities, including site visits as appropriate.

  • Support the HSE management team to ensure that there is capability to match current and future business requirements.
  • Ensure arrangements are in place for the professional development of members of the H&S team.

Financial Accountability

  • No explicit budgetary control but may advise on aspects of HS&E management that could entertain significant levels of fines / legal costs if not adequately controlled.

  • Effective in successfully identifying the nature of problems to then assess the probabilities of success of various potential solutions.
  • Strong problem solving is required to ensure that (i) familiar problems are addressed by tested solutions and (ii) unfamiliar problems are carefully and quickly assessed and effective solutions implemented.
