The Office of the Police Chief Scientific Adviser


As articulated in the NPCC Strategic Plan , science, technology, analysis and research (STAR) is central to our delivery of a world-class police service.

The Office of the Police Chief Scientific Adviser (OPCSA) sits at the heart of this ambition. OPCSA delivers independent and timely scientific and technology advice to NPCC members on strategic, policy and operational issues.

It drives the growth of Science, Technology, Analysis and Research (STAR) by encouraging an integrated and ambitious set of activities across NPCC portfolios.

Additionally, it fosters collaboration across Whitehall and with the wider science community both nationally and internationally.

The CSA supports the whole policing sector and works closely with the College of Policing, the National Crime Agency, the Association of Police and Crime Commissioners, His Majesty's Inspectorate of Constabulary and Fire & Rescue Services, individual constabularies and government ministers.


The Role


A key part of the role is to support the OPCSA Private Office in the planning of the Police Science Council, the new National Science and Innovation Board and stakeholder engagement and communication activities.

This will involve liaison with leading academics, Chief Constables, Regional Leads, Committee Leads and Senior Home Office officials, to shape agendas and keep an accurate record of all discussions and actions.


The post holder is responsible for:

  • The job holder will engage with a variety of national bodies, senior policing stakeholders and cross-government officials at a strategic level to support the Private Office in achieving the aims of the NPCC S&T Strategy.
  • Will be responsible for written communication involving the production of appropriate documentation and agendas, writing management reports, maintaining accurate records and database spreadsheets, minutetaking of meetings, following up on actions and ensuring Chiefsnet and the website is kept up to date.
  • Responsible for the provision of a crossteam business support service to the Private Office ensuring that an effective, efficient and customer focussed service is delivered for OPCSA.
  • Provide business support for the Communications and Engagement Team in the development of OPCSA events and the timely delivery of communication projects and products.
  • Seek to continually improve and focus the activity of each OPCSAled Board, by helping to build responsive and listening relationships with members, improve processes and information flows, and, most importantly, assist the Head of Secretariat to joinup activity and share knowledge across Boards and the OPCSA to prevent silos.
  • Produce reports and presentations, draft letters and responses to routine and nonroutine enquiries ensuring that information is prepared and presented in a professional and timely manner.
Essential

  • Professional curiosity of the policing science and technology (S&T) landscape and a willingness to keep up to date with new developments.
  • Experience in working in a secretariat or Private Office function.
  • Experience and ability to manage competing demands.
  • Knowledge and experience with Microsoft packages, specifically Excel, Word, Outlook & Teams.
  • The ability to communicate effectively both verbally and in writing directly to a varied audience at a senior to leadership level, including stakeholders and regulators.
  • Experience of supporting high level governance meetings.
Desirable

  • Prior experience of using packages on Adobe Creative Cloud, or a willingness to learn.
