Full time hours per week - Monday to Friday

Band 8b - £30.16 per hour

We have a vacancy for a Head of Fire and Health and Safety Management to be based at our Littlemore site in Oxford.


Key Responsibilities:

The
post holder will be a member of the estates and facilities department; and a
key member of the Estates Contracts, Performance and Information Governance
Team; with responsibility for ensuring that the Trust has appropriate health
and safety, security and fire safety management policies, processes and systems
in place, and that these are embedded across the organisation.

Policies and Training

  • Ensure that all policies and procedures are regularly reviewed and updated to reflect any changes in statute, regulations or guidance notes.
Health and Safety Management

  • Provide a highly visible leadership role for the management of health and safety throughout the organisation ensuring the profile is raised to promote health and safety awareness.
  • Ensure that the Trust has in place all necessary policies and procedures relating to health and safety, ensure that these are reviewed and kept up to date and relevant.
  • Develop a suit of training and information tools to support all staff to understand their obligations and responsibilities in relation to health and safety. Ensure that such training and information is focused and easily accessible, and that the mode of delivery is supportive and suitable for the staff group and topic.
  • Work with the Trust's learning development team to identify and investigate new approaches to training, making the most of available technology.
  • Be responsible for ensuring that the Trust has appropriate numbers of first aiders in place, keeping an up to date register of numbers required in each location, the names of first aiders at each location, the date that they require refresh training.
  • Lead the implementation of health and safety activities, advising on appropriate health and safety strategies and remedial action.
  • Produce reports to a high standard as required to inform staff, other managers, the Trust and external organisations of lessons learnt, and improvements made as a result of health and safety incident reports.
  • Develop and implement a programme of health and safety audits, to ensure that policies and procedures are being adhered to throughout the organisation, at all levels of seniority.
Fire Safety Management

  • Provide a highly visible leadership role for the management of fire safety throughout the organisation ensuring the profile is raised to promote fire safety awareness.
  • Develop a suit of training and information tools to support all staff to understand their obligations and responsibilities in relation to fire safety. Ensure that such training and information is focused and easily accessible, and that the mode of delivery is supportive and suitable for the staff group and topic.
  • Responsible for ensuring that the Trust has appropriate numbers of fire marshals in place, keeping an up to date register of numbers required in each location, the names of first aiders at each location, the date that they require refresh training. Ensuring suitable training is in place for appointed first aiders.
  • Lead the implementation of fire safety activities, advising on appropriate strategies and remedial action.
  • Analyse and collate qualitative and quantitative data concerning accident/incident reports, accident statistics.
  • Be responsible for appointing an Authorised Engineer Fire and ensuring that an annual audit of fire safety management systems is undertaken and actions identified completed in a timely.
  • Determine what appropriate fire safety equipment is required, and its location. Ensure that such equipment is in place.
Security Management

  • Provide a highly visible leadership role for the management of security throughout the organisation ensuring the profile is raised to promote security awareness.
  • Ensure that an up to date schedule and drawing of CCTV cameras located across the Trust is kept, and that a robust process is in place to ensure that the need for cameras is regularly reviewed. Be responsible for ensuring that any new cameras are installed in accordance with policy and regulations.
  • Be responsible for managing the Trust's contract with the police Authority for PCSO support.
