From 1 October 2021, the responsibility for the commissioning of Adult Secure Care services in the West Midlands transferred from NHS England Specialised Commissioning to the West Midlands Provider Collaborative - known as the Reach Out Provider Collaborative.

Birmingham and Solihull Mental Health NHS Foundation Trust is the Lead Provider of the West Midlands Provider Collaborative.

The transfer of commissioning responsibility is in line with national policy and underpins delivery of the ambitions set out in the NHS Long Term Plan.

The move to regional Provider Collaboratives sees the planning, quality assurance and delivery of adult secure services, including mental health, learning disability and autism, devolved to Partnerships of local Providers.

The aim is to reduce Health Inequalities, improve patient experience and health outcomes and ensure care is delivered where possible closer to home.

Coventry and Warwickshire Partnership Trust are excited to announce that an opportunity has arisen for a Reach Out Programme Lead (Learning Disability and Autism) appointment to work within the Reach Out LDA Collaborative.

CWPT will host this position for the Reach Out Collaborative.

The post holder will take an active leadership role as part of the Collaborative's senior leadership team working in partnership with Clinical Programme Lead, Reach Out Clinical Pathway Improvement Lead.

Reach Out Quality Governance Lead, the Collaborative's senior clinical and operational directors and the commissioning support services to deliver the Reach Out Collaborative outcomes.


The post holder will support the Collaborative in achieving its vision and outcomes through effective service planning, service development and transformation, quality improvement and management.


The post holder will support the Associate Director RO LDA in leading, developing and implementing adult secure care as Lead Provider for Learning Disability and Autism.


The post holder will ensure that the Provider Collaborative plans are clearly defined and aligned to the Business Case/Plan and ensure services commissioned contribute to West Midlands outcomes.


The post holder will oversee compliance and governance and report on delivery of outcomes to stakeholders including the Collaborative's and Lead Provider's Groups and Committees and NHS England Specialised Commissioning.

To operate as a key member of the Reach Out Senior Management Team which oversees the effective delivery of all adult secure services within the West Midlands area and the delivery of all of the Collaborative objectives and responsibilities.


To provide strong, clear, motivational and visible leadership across all of the service Providers and in particular for programmes of work, pathways and services within their specific portfolio.


To ensure the Adult LDA secure services are delivered as efficiently and effectively as possible to the patients and communities served by the Collaborative.

To support and manage Project Leads to ensure effective operational leadership and management of resources including budgetary responsibilities.


To lead on the implementation of new ways of working and cultural change where necessary for delivery of secure services transformation.


To ensure clinical services are delivered in accordance with all relevant NICE guidelines and quality standards, policies and guidelines, legislation and best practice, nationally and internationally where appropriate.


To prepare and deliver Reach Out service reports as agreed, reporting on the performance of all provider services within areas of responsibility.


To ensure that secure services continually review and improves the quality, effectiveness and safety of care, actively seeking out and learning the lessons from complaints, compliments, investigations, reviews, reports and other information and intelligence.


To regularly review the workforce to ensure secure services have a Workforce Strategy that supports delivery, with staff who have the right level of knowledge, skill and expertise to deliver services in the most effective and efficient way.
