We are recruiting a Head of Capital PMO to join Defra, initially for 12 months You will support the Construction Director and Capital senior leadership team, providing visible and effective leadership of the Capital Programme Management Office (CPMO) function which coordinates delivery across a team of 9 covering the SCAH Capital Business Services function and the Technical Services Function.


As a Head of Capital PMO your main responsibilities would be:

  • Managing the interface and multiple work priorities between capital and commercial teams and ensuring that key commercial decisions are made and that delivery milestones are on track
  • Managing and engaging senior stakeholders in the decisionmaking process and having responsibility for papers and inputs into boards
  • Supporting the Construction Director to onboard and establish the long
- term multidisciplinary team to deliver this major programme with diverse skills in areas such as design and engineering, cost management, project and programme management

  • Deputise for the Construction Director and represent the Capital Programme in board meetings
  • Working closely with the Integrated PMO lead and be responsible for representing the Capital Programme in defining and establishing the Governance, Risk & Assurance model appropriate for a Government Major Projects Portfolio (GMPP) level programme, including the monitoring of those controls and delivery of assurance recommendations. This will entail coordinating with and reporting to the Infrastructure Projects Authority, HMT and the Major Projects Review Group as required
  • Building and influencing senior relationships across programme workstreams, the department, government, and internal and external suppliers

You'll have:


  • Experience leading a PMO
  • Exposure to large scale construction programmes
  • Proven delivery and assurance capabilities
  • Please be aware that this role can only be worked within the UK and not Overseas._
