Working Pattern:

(22.5 hours per week), Flexible working, office based. This role offers flexible hours, meaning as long as the 22.5 hours are worked across the business week we can accommodate


General Description
Southern Inshore Fisheries and Conservation Authority (IFCA) manage sustainable inshore fisheries out to six nautical miles.

The diverse commercial and recreational fisheries within the district play a vital role in supporting the coastal communities along our coast.

The district also hosts a network of nationally and internationally important Marine Protected Areas.


Working in the Business Service Team you will provide an effective accounts processing service, managing delivery in accordance with appropriate financial policies and procedures, which will contribute to the teams' delivery of sustainable fisheries management within the coastal waters of Hampshire, Dorset, and the Isle of Wight.


You will develop and maintain good working relationships with individuals and organisations connected to the Authority's financial management needs, to include the Authority's appointed Accountant, external auditor providers, external payroll providers, Local Authority pension services and other partner organisations.


You will be an excellent team player working in a small team, with excellent organisational and communication skills ensuring delivery of function in a professional manner.


Key Duties and Responsibilities

1.
Accounts
a) Processing and accounting of the Authority's day-to-day finances, to include:

  • Invoices, receipts and staff/member expenses
  • Balance sheet reconciliations including bank and fixed assets
  • Maintenance of fixed asset register
  • Banking and payments
  • Maintaining spreadsheets and accounting software (TAS)
  • Accounting for input VAT and submitting recoverable VAT claims to HMRC.
  • Dealing with all accounts enquires
(b) Liaising with, and managing information requests from external payroll and pension providers


c) To manage the financial aspects of the estate, to include provision of utilities, communications (phone and IT) and other contracts.

d) To maintain oversight of purchasing, working with colleagues to ensure best value when procuring supplies and services.

e) To provide the CEO with a monthly Budget Control Statement/Balance Sheet

f) To provide the CEO with a quarterly Budget Control Statement for presentation at
Committee Meetings

g) To work with the Chief Executive Officer and Accountant to support and advise on
annual budget setting

h) Working with Deputy Chief Officers, to ensure that appropriate insurance is in place in respect of the Authority's operations

i) Supporting Accountant with provision of information for End of Year Reporting


2.
General duties
a) Provide support and cover for the wider Business Services Team as required

b) Support the role of Chief Executive Officer and Accountant in the provision and development of an effective and efficient financial service by the Authority.

d) Undertake any other tasks commensurate with the grading of the post.

e) Identify and undertake available training opportunities, with a commitment to continuous development.

f) To positively promote Southern IFCA and its values, ensuring equality and diversity is advocated in the workplace


Education:


  • 5 GCSEs (A* to C) to include English and Maths or equivalent qualification
  • 3 Alevels or equivalent qualification

Professional Qualifications:


  • Association Accounting Technicians (AAT) Qualification Level 3 is preferred

Professional Experience & Knowledge

  • Proven experience of working in a similar role
  • Experience of using accounts software (TAS, SAGE, Xero preferable)
  • Preparing and maintaining spreadsheets, with a good working knowledge of Excel
