Job description:


The Economist role has opened up in the Analytical Quality (AQ) team within the Office for Research and Economics (ORE).

The ORE supports and strengthens Ofgem's analysis, helps policies to be more consumer-focused and develops the analytical skills of our staff.

The ORE is made up of three teams, including the Analytical Quality, Analytical Strategy and Development and Consumer and Behavioural Insights.

The Analytical Quality team is the guardian of analytical quality across the organisation.

The team's work primarily comes under two categories:
Analytical Quality Assurance and Model Quality Assurance.


Analytical Quality Assurance primarily involves engaging with policy teams during initial policy development and assisting them when they are conducting Impact Assessments (IAs).

During this process we ensure that teams follow our and government's impact assessment guidance. Impact Assessments are then ultimately signed off by the Chief Economic Advisor. We also provide advice and expertise across a range of analytical areas and across the full breadth of Ofgem. In addition, we develop and maintain the organisation's Impact Assessment guidance. and coordinate the Academic Panel, which provides advice and opinion to policy teams at our bi-annual meetings.

Our team also delivers model quality assurance for all areas of Ofgem. As such we facilitate the implementation of recommendations from the 2013 Macpherson Review. This includes ensuring that all Business Critical models are up to standard by quality assuring and scoring them.

We encourage best practice across the organisation (including organising spreadsheet modelling best practice training), quality assure smaller non-critical models and ensuring that modelling feeding into Ofgem decisions follows best practice.


Person specification:


The essential criteria for this role is:


  • A degree in Economics, or relevant experience in economics or quantitative analysis roles (lead):
  • Knowledge and experience in econometrics or statistics
  • Excellent analytical skills, both quantitative and qualitative
  • Ability to simplify and analyse complex concepts and communicate them effectively both in written papers and oral presentations
  • Experience of managing and working effectively with diverse sets of stakeholders

The desirable criteria for this role is:

  • Knowledge and experience of the GB energy system
  • Knowledge and experience of government and regulation
