As part of a small, supportive team, you will work to develop projects that deliver economic development and environmental benefits for Scotland.


The role:


As a Researcher, you'll develop new methodologies for appraisal and evaluation, and build an understanding around what works in delivering economic development benefits.

You'll play an important role in building evidence, and new ways of thinking, that influence current and future projects.

You'll manage and deliver your own portfolio of work. The workload is varied and will give you the chance to collaborate with colleagues across our organisation.


Your responsibilities will include:

  • Working with colleagues to deliver project and programme appraisals that assess the net economic impact of public interventions. This involves writing the economic impact assessments for approval papers and guiding colleagues on how to boost the economic benefits of projects.
  • Managing external consultants to undertake project and programme evaluations of our interventions. This includes devising evaluation methodologies, writing and commissioning briefs, managing external consultants and budgets, and making sure that final reports meet the evaluation's objectives and stakeholder requirements.
  • Undertaking a range of complementary ad hoc work for internal and external colleagues. Internally, the team is supporting our national programmes. Externally, work has been done for several city and regional growth deals.

Who we're looking for:

You should have understanding of economic development and the principles of appraisal and evaluation.

You'll also have good interpersonal skills and be able to work with people of varying levels of seniority with ease.

An inquisitive mind is a must.

Your skills, abilities and experience should include:

  • Experience delivering operational excellence using manufacturing problem solving methodology such as Lean, Six Sigma, EFQM, or Kaizen
  • Delivery of sustainable improvements in an operational environment
  • Knowledge of advanced manufacturing technologies, systems, and digital techniques that combine people, process, technology and data to increase productivity across the business and support Industry 4.0 service
  • Supply chain management and development
  • Experience leading others through change with effective facilitation, coaching and mentoring skills such as ILM Diploma
  • Project management skills (with case studies of deployment)
  • Comfortable working across all aspects of business enterprise and supply chains
  • Effective communication and reporting skills

Ideally, but not essentially, you'll also have:

  • Experience using standard software packages such as Excel and Word
  • Experience using standard policy and data sources such as the Green Book, Scottish Input Output Tables, and Scottish Annual Business Statistics
