Main Purpose of the role:
The Head of Strategy and Programmes will be an expert lead for a wide-ranging portfolio across Children and Young People's Services, with a direct focus on complex programmes across Education and SEND.
They will have a passion for leading on designing services, developing new strategies and a passion for engaging with the community and evaluating services.
Above all the Head of Strategy and Programmes will excel in managing people, working collaboratively, motivating professionals, whilst maintaining a firm grip on key priorities and deliverables.
The postholder will be required to not only lead a varied portfolio but also act as a delivery agent and will be expected to work within all layers of the Directorate.
The role is expected to facilitate, enable and support all Children's SLT members and services where there are improvement and change priorities to deliver.
- To lead a portfolio of programmes, projects and initiatives to transform and improve the operating model within the Children and Young People Directorate.
- To establish and lead a small team of specialist resources to lead the delivery of this work.
- To drive change throughout the Service, encompassing workforce development principles and integration strategy underpinned by regional and local policy.
- To ensure that the transformation and improvement agenda is delivered successfully using recognised and proportionate methodology, ensuring that there is consistency with the organisation.
- To support key projects from the Corporate Transformation Programme.
- To strategically support key inspections and oversee central coordination of the resulting action plans.
- To lead and support on the production of savings initiatives, business cases, PIDs, bids, and equality assessments.
- To ensure that costavoidance savings are robustly tracked and measured, with appropriate sign off and buy in so that ROI is demonstrated.
- To undertake a troubleshooting role on behalf of the AD for Improvement and Change and other Children's SLT officers.
- To recruit, manage, coach and professionally develop project management resources. This will include matrix management and managing specific resources as required.
- To lead on specific boards and multiagency governance arrangements as necessary.
- To deliver specific project budgets as within the post holder's remit.

£400.00-£600.00 per day
