Job summary:

The Digital Infrastructure directorate leads on digital communications infrastructure, spectrum, policy and regulation.

We play a leading role across government, delivering new commercial deals, policy and legislation, and work closely with No.10, Cabinet Office, HM Treasury and key Whitehall delivery departments as well as industry and Ofcom to achieve this.

The Digital Infrastructure Analysis team is a key component of the Digital Infrastructure Directorate.

Our mission is to deliver better broadband and mobile coverage for people living and working in the UK because world class digital infrastructure is crucial for our economy and society.

Our current broadband target is to deliver nationwide gigabit capable broadband coverage as soon as possible.

We are doing this by removing the barriers to broadband deployment in the most commercial areas of the country and by subsidising gigabit broadband in harder to reach areas.

We want to improve existing geographic mobile coverage throughout the UK through our Shared Rural Network deal and also ensure that new 5G mobile is available to the majority of the population by 2027.


Job description:


Fixed broadband strategy and regulation is one of the most high profile policy and analytical areas within DCMS, with close political, parliamentary and media interest that sits at the heart of the government's telecommunications ambitions.


You'll be working in the
Digital Infrastructure Analyst Team helping to deliver the UK's ambition of achieving nationwide gigabit-capable network coverage, backed by a £5 billion government investment programme.


This area sits at the intersection of a number of
high profile wider government priorities: investing in emerging technologies, levelling up digital infrastructure, addressing market failures, national security, and the UK's place as a global digital leader.

As such there is significant ministerial interest in this area, and the
opportunity to influence and develop highly impactful policy and analysis.

This roles requires significant
analytical capability and the ability to
independently lead large, complex and high profile projects.

This position is one of the most high profile roles within the analytical team in the Digital Infrastructure directorate. The team develops analysis that influences and shapes policy relating to fixed broadband coverage and regulation. This role requires extensive engagement with policy colleagues and other government departments.


Responsibilities will include:

  • Assessing and analysing the broadband market, including competition, regulation and investment analysis
  • Quantifying and justifying the case for government intervention
  • Modelling and forecasting of fixed broadband rollout
  • Economic, cost and benefit analysis of digital infrastructure rollout
  • Quick turnaround requests for information, drawing on existing work and modelling
  • Medium term developing of our evidence base to meet more complex requirements of policy development
  • Long term development of our models and resources to help shape and plan our future policies

Essential Requirements:

Application of Knowledge:Proven aptitude in applied economics and the ability to translate economic analysis into practical real world solutions

Analysis of data: Be able to analyse and handle data for the purposes of producing evidence to advise decision makers.

Communicating and influencing: Strong communication skills and the ability to help communicate technical analysis effectively to non-experts

Delivering at pace:Take responsibility for delivering timely and quality results with focus and drive.


Desirable Skills:

  • A proven ability to independently lead projects in a complex environment, with the ability to think strategically about how your work fits into the organisation's agenda and adapting accordingly
  • A track record of working closely with policy and strategy colleagues and in putting analytical work into a policy context
  • Experience with R, Python or SQL
  • Telecoms knowledge or experience
  • Competition economics, network economics, and/or economics of infrastructure expertise
  • Knowledge of the HMT Green Book
