Job summary:


RAF Coningsby is an operational flying station within Lincolnshire which protects the UK through Quick Reaction Alert and is an integral part of the UK air defence.

The Station Commander has a duty to comply with the Health and Safety at Work Act 1974 and Ministry of Defence (MOD) policy.

Part of this duty is the co-ordination of visiting workers and contractors working on site to ensure that all hazards are effectively managed.

A 4C's Co-ordinator (4C's:co-ordinate, co-operation, communication and control) is required to drive and monitor the 4C's system as part of the overall Safety Management System (SMS).

This is a great opportunity for the right person to develop the existing Station 4C's system.

Additionally, you will be responsible for acting as the Station Radiation Safety Officer.

This post is advertised at 37 hours per week.


Job description:

You will be the principle 4C's Co-Ordinator between RAF Coningsby, hosts, contractors and other visiting workers to the Station.

You will provide the appropriate specialist 4C's assistance and advice to the Station Executives to meet the requirements of statutory legislation and MOD policy.

You will maintain the 4C's element of the RAF Coningsby Functional Safety Management System to ensure that the risk to Station personnel, contractors and visitors is 'As Low As is Reasonably Practicable' (ALARP).

You will be part of the Health, Safety and Environmental Protection team and will be able to further develop your knowledge in these areas.


It is desirable that you have the NEBOSH National General Certificate on Occupational Health & Safety or equivalent Level 3 qualification (or to be completed within nine months these areas of taking up the post).


Person specification:

The 4C's Co-ordinator reports directly to the Station Health and Safety Officer to support the Station Commander and is specifically required to:
Ensure there is sufficient co-ordination, co-operation, communication and control between hosts, contractors and other visiting workers at RAF Coningsby.

Maintain the 4C's Area Custodians system and 4C's Hazard Register of buildings and facilities at RAF Coningsby.


Give Health and Safety (H&S) induction briefs to contractors and visiting workers that fall outside Maintenance Management Organisation (MMO) control.


Through liaison with Work Service Flight (WSF), the MMO and other stakeholders, ensure that where needed 'Statements of Known Hazards' and other permits to work are in place.


Liaise with WSF, the MMO and other stakeholders and Hosts on 4C matters concerning all new works activities & projects (including confirmation of contractor's competence documentation).

Carry out regular Station audits to assure compliance with the 4C's systems and relevant documentation.

Maintain appropriate records of 4C's activities and the 4C elements of the Station Health & Safety Manual.

Carrying out the duties of the RSO by:
Providing appropriate specialist radiation assistance and advice to meet the requirements of statutory legislation and MOD policy

Maintaining the Station Radiation Muster List, ensuring that it is updated monthly.

Auditing areas that have a radiation holding.

Arranging Workplace Supervisors training and authorisation certificates

Maintaining Radiation Safety Orders.

Authorising Non-Destructive Testing.


Cover the duties of the LASER Safety Officer and the Electromagnetic Field Safety Officer, offering advice and support to station personnel.
