Job summary:


Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.


We are building a cadre of commercial talent in all Government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.


We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government.

This role will sit within the GCO, but based in our Department for Business, Energy and Industrial Strategy commercial team delivering departmental objectives.


Job description:


The post will form part of a small Assurance Team lead by the Head of Commercial Assurance with 3 Commercial Assurance Leads.

There is significant opportunity to be involved in a wide range of highly varied projects and programmes, to take the lead in supporting stakeholders with governance, to challenge commercial strategy and encourage innovation and build networks across the BEIS Group and wider Government.


We are looking for an individual who has strong commercial acumen including experience across the full commercial lifecycle, who is able to cut through complex issues, has an eye for detail and who can challenge senior stakeholders.

Previous commercial assurance experience is not essential but is preferred.


Person specification:


  • Engage with stakeholders across the BEIS Group to advise on best practice, offer support on the development of robust commercial strategies and business cases including providing guidance on how to develop comprehensive business cases which outline how commercial risk is managed and value for money will be achieved.
  • Lead the review of commercial cases to be discussed at the Commercial Assurance Board (CAB) and the Project and Investment Committee (PIC) which is the board in BEIS responsible to make investment decisions.
  • Work with applicants from an early lifecycle stage to enable improved delivery models, value for money (VFM) propositions and effective risk allocation.
  • Ensure robust assurance processes are in place and followed throughout BEIS Group, including supporting the management of the Commercial Assurance Board.
  • Lead and manage the critical interfaces with customers and delivery partners providing consistent professional advice.
  • Engage with the Cabinet Office Commercial Controls team, liaising with the CO Business Partner to triage cases outlining areas of risk and complexity.
  • Prepare effective briefs and engage with relevant stakeholders to ensure appropriate challenge is made at the right times, setting insightful conditions and recommendations to ensure correct action/direction is taken by project and commercial teams.
  • Proactively engage with stakeholders to gather pipeline data and ensure conditions are met in a timely fashion.
  • Support delivery of projectbased activities to ensure continuous improvement and interface with the capability team to ensure capability, policy and sustainability requirements are addressed.
  • Leading the Assurance and Compliance Team in engagement with commercial leads in embedding best practice Compliance and Assurance processes across the Group and liaise with Government Commercial Organisation (GCO) to leverage and implement best practice and initiatives.
  • Leading the development, delivery and embedding of BEIS commercial compliance and assurance framework, ensuring robust and value add review processes are in place.
