Qualification Reform
The Review of post-16 qualifications at level 3 and below is a vital part of the government's reform agenda.

It is looking at the range of qualifications that should be available alongside T Levels, A levels and GCSEs and aims to develop a post-16 qualifications system that is easier to navigate and where every student benefits from high-quality qualifications that help them achieve their career ambitions.

You will have the opportunity to play a central role in making the new system a reality.


We are looking for an enthusiastic Executive Officer to join our friendly team focusing on reforms at level 2 and below (qualifications up to the equivalent of GCSE level).

These reforms are complex, with around 4,000 qualifications in scope for reform, and will mean significant change for post-16 education providers and awarding organisations.

Having published our consultation response in October, you would be joining the team as we finalise our policy decisions and move towards implementation of the reforms.


The role will suit someone who has strong communication skills, is well-organised, proactive, and comfortable engaging with a range of internal and external stakeholders.

You will need to be comfortable working in an environment where policy is new and evolving.

This role includes completion of the Business Administrator
Apprenticeship (Level 3).

This apprenticeship will take twelve to eighteen months to complete (pro rata for part time) and will equip you with the opportunity to develop and make the most of your skills.

You will be expected to maintain the commitment required to complete your training.

These posts are based in the Professional and Technical Education (PTE) Directorate within the Skills Group. We are a friendly and welcoming team, based in multiple locations across England.

We are undertaking a major review of England's Technical Education system, which started with the introduction of the new 'T Levels' from September 2020 and will result in the reform of thousands of post-16 technical and academic qualifications.

This reform programme is a key priority for the Secretary of State.

There is significant interest in these areas from ministers and special advisers; from across government, including HM Treasury and No10; and from a wide range of external stakeholders.
