Role Length:


This opening assignment is for 3 months A Transport Procurement Officer is required to support the Council's sustainable travel and decarbonisation priorities and help the Council meet its environmental targets. To expand the network of slow and fast electric vehicle chargers to meet increasing demand to align with TfL's 2030 Electric Vehicle Infrastructure Strategy and Action T14b of the Council's Air Quality Action Plan and to meet the Council's Green Plan 2030 and 2040 carbon neutrality targets.


Key responsibilities:

  • Establish what procurement strategy offers best longterm value for electric vehicle chargers and then enter into contracts to provide/install/ operate/decommission not just these, but also the Council's existing fleet of chargers.
  • Ensure that electric vehicle charger procurement follows the Council governance processes which will include obtaining sign off on the tender documents from the Council's legal and procurement departments and ensuring that successful bidders following procurement sign a contract for the services and to register contracts with the Council's procurement team.
  • Assist with the procurement via the Council's procurement system of services required by the Transport Policy Section by loading prepared tender documents on to the Council's procurement portal so that procurement follows the Council's governance processes.
  • Lead on liaising with London Councils and LEVI to obtain funding for the provision of electric vehicle charges in the borough so that the financial burden to the Council of procuring and installing electric vehicle charging points is minimised.
  • Identify funding opportunities, prepare and submit bids for EV charging points, claim funding following installation and complete progress reports for funders as required so that the financial burden to the Council of procuring and installing electric vehicle charging points is minimised.
  • Support the Transportation Officer in the rollout of rapid electric vehicle chargers, fast chargers and lamp column chargers to provide good coverage across the borough of charging points of different speeds.
  • Support the traffic order making team at busy times to meet the needs of residents and visitors to the Borough.

Qualifications:


  • Degree or equivalent.

Experience & Knowledge:


  • Evidence of successful experience of procuring contracts in the public sector including dealing with all legal aspects, managing and implementing projects and schemes and bidding for funding.
  • Experience of how Local Authorities operate
  • Knowledge of legislation relevant to working in Local Government.
  • Experience in managing and implementing projects and schemes.

Skills:


  • Ability to collaborate effectively with internal and external parties.
  • Ability to manage a rapidlychanging workload, prioritising effectively to meet deadlines.
  • Ability to work flexibly and take on different areas of work.
  • Ability to work on your own and as a member of a team.
  • Strong written and spoken communication skills.
  • Strong IT skills using Microsoft packages or equivalent (e.g. G Suite).
