Job description:


The purpose of the Strategic Communications and Public Affairs directorate is to develop, implement and deliver the ICO's strategic communications and engagement activities across the organisation, ensuring we grow awareness of the value and impact of the work we do.

We take a proactive, integrated and collaborative approach to ensure teams involved in all aspects of our regulatory work are empowered and able to communicate and engage effectively and with impact.


The Public Affairs Directorate at the ICO is also an integral part of the policy development process - gathering intelligence and insights from stakeholders to inform the policy development and building in stakeholder engagement to landing a policy decision or product well.


As Head of Public Affairs, you will report to the Director of Public Affairs and will play a key role in establishing and providing strategic direction, coordination and oversight of the sector specific Public Affairs Work.

You will also play a role in the leadership of the wider communications and engagement directorate, including some flexible management and oversight of the Parliament and Government and communities teams during periods of annual leave.


  • Work with the Director of Public Affairs and the Head of Public Affairs (Parliament and Government) to lead and deliver an overarching strategy for engagement across the ICO and accountability for the a Public Affairs work plan.
  • Work collaboratively with colleagues across the ICO to ensure Public Affairs helps support and deliver ICO enduring objectives. This includes identifying, mapping and prioritising stakeholders against strategic priorities, and overseeing an effective directory of stakeholder engagement. Work with the Head of Communities to further develop ICO work to engage with groups at risk of vulnerabilities. Undertake travel as required for the role.
  • Identify and evaluate intelligence and insight to groups that would benefit from a greater understanding of their information rights, or where we need to influence public policy; and to identify areas of greatest harm and risk to focus our regulatory interventions, expanding ICO reach into the needs of the UK's diverse populations.

Work with research teams to ensure there is an effective mechanism in place so insight is appropriately analysed and fed into the relevant projects and teams.

Work with teams to develop mitigating strategies where recurring harms and risks are identified and share learning to prevent breaches occurring.


  • Work with the Head of Public Affairs (Government and Parliament) to develop stakeholder messaging, providing tailored information to ICO stakeholders in a clear, concise and transparent way, working with Corporate Communications.
  • Coordinate and deliver effective policy consultation responses to key government, parliamentary and public policy consultations. This includes agreeing the format and scope of the response, coordinating input and ensuring it lands well with the intended audience.
  • Provide regulatory certainty about what the law requires, including facilitating timely engagement on potentially high risk issues: Public Affairs role in this work will vary but could involve; facilitating conversations with key stakeholders on issues requiring upstream advice and regulation; support the development of some guidance products.
