HOURS PER WEEK: 37.5 hours - but part-time / job-share considered


SALARY:
Circa £25K, pro-rata, depending on experience


Job summary

  • Project support to help the development and smooth running of the Oadby & Wigston Primary Care Network (PCN).
  • Produce performance and quality reports within the Network and other Network initiatives.
  • Ensure that the Network's HR processes and procedures are well managed
  • Ensure the PCNs compliance with the GDPR and FOI along with other relevant legislation and professional information management standards such as GMC/BMA and LMC guidance
  • Work with the PCN Management Team to improve the quality, cost and effectiveness of the services the PCN offers.

Key responsibilities & duties

  • Coordinate the delivery of the PCN's Enhanced Access scheme
  • Provide routine reports to support the PCN's Investment & Impact und (IIF) delivery
  • Coordinate the training and development of clinical/administrative staff
  • Coordinate the delivery of enhanced services and other service submissions on behalf of the Network
  • Coordinate the recruitment, induction and training of new PCN staff
  • Collate feedback / analysis data on behalf of the Network
  • Facilitate the workflow processes in relation to the above
  • Support the delivery of Network projects/schemes.
  • Take notes of meetings and circulate in a timely manner to PMs and Network Leads
  • Coordinate annual appraisals for ARRS staff

Performance management and finance

  • Monitor and check the accuracy of any submissions for Enhanced Services, Contractual requirements on behalf of the Network and ensure that all claims are submitted on a monthly and quarterly basis.
  • Routine provision of Investment & Innovation Fund (IIF) KPI reports to enable the Practices and PCN Board monitor performance.
  • Provide the Practices with reports and processes to ensure achievement of the IIF KPI targets.
  • Support the effective management of the PCN's physical and financial resources through:
  • Ensuring all claims are submitted in good time and payment made and received
  • Ensuring the practices allocation of resources if fair and equitable
  • Present financial plans, monitoring information and reports to the PCN as required
  • Take responsibility for delegated financial management such that the PCN's Standing Financial Instructions are adhered to when disposing of PCN finances.

Enhanced Access scheme

  • Manage the Enhanced Access (EA) scheme rota and ensure that the PCN's scheme is delivered in accordance with the requirements of the PCN Directed Enhanced Service (DES).
  • Coordinate the EA clinics and ensure that they are set up on the PCN's SystmOne (S1) Hub and communicated to the practice teams.
  • Maintain accurate records of EA scheme delivery and prepare the PCN's returns for the Leicester, Leicestershire & Rutland Integrated Care Board (LLR ICB).
  • Complete the monthly costs template to inform payments to practices for the scheme delivery.
  • Ensure that the reception team is advised of the clinics.

Organisational

  • Ensure that the PCN Board meetings are called at appropriate times and that the meeting is serviced with correct papers and information.
  • Ensure that such meetings are recorded and minuted and that the record of these meetings is made available to PCN member practices.
  • Provide support for PCN workforce development assisting with the appointment and management of PCN staff.
  • Provide support to ARRS Team Leaders in line with PCN objectives.
  • Manage the Network's GP TeamNet portal.
  • Assist with contract management where required.
  • Play a key role with the PCN Management Team in helping to ensure full engagement of primary care in developing and implementing local system plans.
  • Manage bookings and diary to ensure that rooms are available for meetings, clinics etc.
  • Manage administration functions as required.

Development and change

  • Implement agreed service changes and pathways across the PCN.
  • In collaboration with the PCN Management Team, work closely with member practices and the commissioner and other networks to develop, support and deliver local improvement programmes aligned to national priorities.
  • Develop local initiatives that enable delivery of the PCN's agenda by working with commissioners and other networks to meet local needs and ensure comprehensive coordination.

IM&T

  • Ensure the PCNs compliance with the GDPR and FOI along with other relevant legislation and professional information management standards such as GMC/BMA and LMC guidance
  • Train & register as an ID checker for NHS smartcard management
  • Manage the PCN's SystmOne (S1) Hub

Relationship management & communications

  • Ensure effective communication is maintained within the Network
  • Coordinate the management of the PCN website to ensure that it remains up to date
